The Service & Team:
We are on an exciting journey at Cornwall Council with highly ambitious plans, and we need talented people with payroll engineering skills to help us innovate and meet changing, emerging business requirements. The Senior Payroll Engineer is critical to our success and an opportunity has arisen to join us.
You are an experienced Senior Oracle Payroll Engineer with established skills in payroll processes and Oracle applications. Ideally, you will have designed and written solutions for Oracle Payroll and provided post-implementation Oracle cloud support. If you have experience working with OTBI for reporting and analysis, all the better!
You are able to take high-level business requirements and problems and translate these into effective payroll solutions. You enjoy working with your team to innovate, solve business problems, and meet objectives.
We are adopting an Agile approach, aligned to Scrum, so you will need to be flexible, adept at working in sprint cycles, and comfortable with rapid fail-fast principles. We aim to remove the bureaucracy from traditional delivery and work closer with our colleagues in smaller iterative deliveries.
We're a friendly team and want a team member who will support our ethos of succeeding and failing together. Team members support each other through mentoring and developing less experienced colleagues' technical skills. We are currently exploring ways to share skills with other technical teams with a vision of creating a true DevOps environment.

The Role:
Key responsibilities include:
* Designing, developing, and implementing Oracle Payroll solutions.
* Managing and running payroll processes end-to-end.
* Building elements, fast formulas, absence schemes, and pension schemes.
* Supporting live payrolls, analysing issues, and resolving them efficiently.
* Utilising OTBI (Oracle Transactional Business Intelligence) for reporting and analysis.
* Collaborating with colleagues across the platform to support the wider team and system.
* Communicating complex technical issues to stakeholders in plain English.
* Using SQL to analyse queries and generate reports.
This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies.
What you'll need to succeed:
Essential experience:
* At least 5 years of experience in an Oracle Senior Payroll role.
* Excellent understanding of payroll processes.
* Experience working within a UK organization.
* Experience in post-implementation Oracle cloud support.
* Experience building elements and creating fast formulas.
* Proficiency in using OTBI.
* Experience supporting live payrolls, analysing, and resolving issues.
* Ability to build absence and pension schemes.
* In-depth knowledge of UK payroll legislation.
* Strong team player.
* Excellent communication skills.
Desirable experience:
* Experience of OTL (Oracle Time and Labor).
* Experience of using SQL to analyse queries.
