Job summary As an Environmental Manager within Defence Infrastructure Organisation Regional Delivery United States Visiting Forces (DIO RD USVF), you will play a pivotal role in ensuring environmental legislative compliance across RAF Fairford, RAF Welford and RAF Menwith Hill, with RAF Fairford as your primary location and is an active airfield. You will be responsible for delivering real‑time environmental protection across a fast‑paced, dynamic and ever‑changing operational environment. This is a highly diverse role that spans a broad range of environmental disciplines and requires strong engagement with both internal and external stakeholders. You will support the RAF Commander through specialist input into site investigations, spill response and remediation activities. The role also provides critical environmental support to construction projects, facilities management and wider estate stewardship, ensuring the effective delivery of MOD and DIO environmental and sustainability policy across the sites. This position is advertised at 37 hours per week. D ue to the nature of this role it is not suitable for part-time working or job share. Job description Stakeholder and Inter‑Agency Liaison Act as the primary point of contact between DIO, contractors, regulators, and US Visiting Forces (USVF) environmental teams, building effective professional relationships that support shared compliance and sustainability objectives. Engage collaboratively with internal and external partners, working together across DIO RD, Technical Services, and USVF to enable unified environmental assurance. Support the RAF Commander by providing influential, authoritative environmental guidance, shaping decision‑making among non‑specialists and promoting a culture of environmental responsibility. Environmental Advice Provide authoritative environmental advice to project managers, contractors and stakeholders to ensure environmentally safe and legally compliant delivery of infrastructure and operational activity. Support spill prevention and control measures, and oversee licence and permit conditions, proactively identifying and mitigating environmental risks. Contribute to policy development by reviewing and advising on DIO environmental policy, influencing strategic direction through expert insight. Environmental Inspections and Monitoring Conduct scheduled and reactive site inspections to identify non‑compliance, pollution risks, and potential contamination, ensuring early detection and mitigation of environmental hazards. Monitor site activities against legislation, DIO policy, and compliance requirements to support evidence‑based decisions and safeguard lawful operational delivery. Maintain oversight of environmental performance indicators, ensuring risks are well‑managed and outcomes continually improved. Regulatory Enforcement and Compliance Work with statutory bodies such as the Environment Agency, Natural England and the Forestry Commission, maintaining strong regulatory relationships to support enforcement action where necessary. Ensure contractors and projects comply with environmental legislation, permits and MOD internal standards, protecting the organisation from breach and maintaining safe, compliant operations. Interpret and apply legislation to manage risk and uphold high standards of environmental governance across all sites. Incident Response and Investigation Lead environmental incident and nuisance investigations, making evidence‑based decisions to determine root causes and appropriate corrective actions. Produce formal investigation reports and provide clear recommendations for improvement, supporting organisational learning and risk reduction. Offer authoritative guidance during and after incidents, shaping team responses and strengthening environmental resilience on site. Reporting and Data Management Maintain accurate environmental records and databases in line with MOD/DIO information assurance requirements, supporting transparent and accountable environmental governance. Produce high‑quality reports on incidents, inspections, compliance issues, and performance, enabling informed decision‑making across DIO RD, USVF, and other internal stakeholders. Share relevant environmental data to support collaborative risk management and operational planning. Person specification Essential Experience Experience in an environmental field. Knowledge of key environmental legislation (e.g., Environmental Protection Act, Water Resources Act, Wildlife and Countryside Act). Ability to use Microsoft package including MS Word, MS Excel and MS PowerPoint. Desirable Experience Experience conducting environmental inspections and audits. Experience applying environmental legislation and regulation. Experience producing formal reports and analysing environmental data. Experience working with regulators such as Natural England and the Environment Agency. Knowledge of spill response, pollution prevention, and contamination management. Experience managing environmental permits and licences. Competence in environmental incident investigation and evidence gathering. Other Requirements Ability to obtain an airfield driving permit, which requires the individual not to be colour blind. Ability to work independently on remote and occasionally isolated sites. Ability to travel between MOD locations as required. Essential Driving Licence: A full UK driving licence is essential. Post holders will be required to travel to sites across the Region where access via public transport is not always possible given geography/logistics. Having attained or be working towards professional membership of a recognised environmental Professional Body from the Government Property Career Framework (e.g. ISEP, CIEEM or environmental related discipline).
