Job Summary
ABL Health has expanded the Gloucestershire integrated healthy lifestyle service with a new Tobacco Dependency Outreach Service, commissioned by Gloucestershire County Council. This transformative service seeks to work collaboratively with communities to transform the lives of the local population, supporting residents to stop smoking and improve their wellbeing through sustainable behaviour change.

Main Duties and Responsibilities
* Leadership & Quality Improvement
Lead a team of stop smoking specialists and an administrator to deliver evidence‑based tobacco dependency support to priority communities across Gloucestershire. Provide day‑to‑day supervision, performance management and professional development. Drive quality improvement, support governance processes and produce reports highlighting service effectiveness.
* Service Development & Operational Management
Coordinate and manage all aspects of the service, ensuring KPIs are met and workloads planned efficiently. Work with the professional stop smoking lead to embed best practice, maintain accurate client records, monitor outcomes and refine delivery. Support promotion and communication to increase referrals and awareness.
* Stakeholder Engagement & Partnership Working
Collaborate with key stakeholders across community, primary and secondary care to maintain seamless referral pathways. Deliver brief stop‑smoking advice training, contribute to integrated care and community campaigns, and represent the service at meetings and events.
Requirements
An experienced leader who can motivate, engage and support teams to achieve high standards. Skilled in project management, strategic thinking, communication and quality driven. Proven ability to build relationships and improve health outcomes.
Person Specification
* Qualifications – Essential
Degree (or equivalent experience) in health improvement/public health/social care related field.
* Qualifications – Desirable
o Leadership qualification
o Project management qualification
o NCSCT qualification
* Experience – Essential
o Engaging with communities such as LGBTQ+, Polish, homelessness, substance misuse and other priority groups.
o Delivery/management of behaviours change interventions (e.g., stop smoking, weight management).
o Managing teams and overseeing operational and contract performance.
o Using data to inform service development and improve outcomes.
o Knowledge of the wider tobacco control agenda.
* Experience – Desirable
o Previous work in Smoking Cessation services.
o Experience working with commissioners.
