Position Summary

The primary responsibility of this position is to support the Project Management Team and interface with the relevant Support Functions (Commercial, Contracts, Procurement and Engineering) in order to maximise commercial performance and ensure areas of contractual and commercial risk are managed appropriately.


Duties And Responsibilities

General:

1. Gain a full understanding of company procedures and processes and follow these principles in all aspects of the role.
2. Liaise with the Support Functions to ensure compliance with legal, tax, insurance and standard terms requirements.

Project Management Support:

3. Preparation of an in-depth analysis of the Main Contract terms and conditions and identification of Company obligations and potential Contractual risks and opportunities.
4. Develop a detailed understanding of the Contract and the Oceaneering obligations in terms of notification, communication and documentation requirements and support the Project manager in ensuring these obligations are fulfilled.
5. Ensure essential project processes mandated by the Contract to support delivery of the Contract requirements, are effectively implemented.
6. Review of all contractual and commercial matters and correspondence submitted by the Client and provide advice and recommendations to the PMT on their response.

8. Proactively manage the Variation Order process with Client with a view to maximizing opportunity for positive project upside by evaluating changes and/or variations, processing change requests, issue variation orders and Contract amendments,
9. Ensure that Project Manager, technical/engineering team, cost controller, project planner, etc. are all engaged in the preparation, negotiation, and execution of all Variation Orders with the Client.
10. Assist the Project Manager in the event of claims or disputes against Company, ensuring that Legal, Contracts and other Support Functions are engaged in the process.
11. Participation in both internal and external project meetings dealing with contractual /commercial issues and own actions as required.
12. Active participation in project risk review sessions and support the implementation of risk response plans.
13. Support the Completion and Project Close-out activities, ensuring receipt of Completion Certificates from the Client, settlement of final accounts with the Client and subcontractors. Presentation of Commercial and Contractual lessons learned to Sales & Marketing/Tendering and Contracts function.

Subcontractor Management:

14. In collaboration with Contracts and Procurement teams, prepare Request for Quotation (RFQ) packages, including instructions to bidders, proposal form, scope of work, technical requirements, contract agreements, terms and conditions, special terms and conditions, index, and commercial exhibits as appropriate. Undertake quotation evaluation considering technical definition, schedule, cost and risk for each project.
15. When required, ensure that “flow down” of Main Contract terms and conditions are included in Subcontracts.
16. Ensure strict confidentiality of all allocated subcontracts and RFQ processes.
17. Manage the clarification process (technical, contractual, and commercial qualifications), expedite responses, prepare formal commercial evaluation of bids and recommendation to award.
18. During project execution, support the Project Management Team with subcontractor management, including variation orders, rate reviews, contract amendments, claims, etc.
19. Monitor Subcontractors deliverables as well as identification of risks and opportunities in the event of deliverable failure.


Qualifications

REQUIRED

20. Extensive Commercial experience and/or relevant training.
21. Working knowledge of Microsoft Word, Excel, and PowerPoint.

22. Knowledge of commercial / contractual frameworks.
23. Good negotiation and communication skills.
24. A strong and relevant understanding of the project technical requirements.
25. Ensures that others involved in a project or effort are kept informed about developments and plans.
