37 hours per week, working Monday to Friday, in accordance with the Council's scheme of flexible working hours. The post holder may be required to work outside normal office hours from time to time.


Who are we looking for?

We are seeking a candidate to join our Neighbourhood Management Team as a Right to Buy and Leasehold Officer within the Housing Services department. Essential experience includes Right to Buy (RTB), leasehold, or housing management. Strong communication and interpersonal skills are crucial, as you will work with multiple stakeholders including leaseholders, tenants, Housing staff, other GBC departments (Finance, Legal), and external organizations such as solicitors, mortgage companies, and contractors.


What is the role?

* Managing and processing all RTB sale applications, including inquiries, document preparation, and communication with solicitors.
* Providing guidance to tenants/leaseholders on RTB processes, eligibility, and obligations.
* Preparing legal documents, lease agreements, and service charge estimates.
* Handling Section 20 (Landlord and Tenant Act 1985) consultation process for Qualifying Works.
* Arranging repairs and maintenance as per tenancy agreements.
* Managing arrears, including negotiating repayment plans, judgments, and forfeiture.
* Advising on post-sale leasehold management, including lease extensions.
* Maintaining accurate leaseholder information and updating relevant systems.


Who is the person?

* Experience in RTB, leasehold property, or housing management, with knowledge of leasehold law and housing legislation.
* Excellent numerical skills.
* Ability to work independently.
* Effective communication skills, both written and verbal, with attention to detail.
* Strong customer service skills, capable of explaining complex processes clearly.
* Structured problem-solving skills, with sound judgment and discretion.
* Effective time management, even under pressure.
* High attention to detail, especially regarding complex financial information.
* Proactive, motivated, and capable of working quickly and accurately under pressure.
* Proficient with IT systems such as Microsoft Word, Excel, Outlook, and Housing Management systems.

Special Conditions:

* Must have a full driving license and access to a car for site visits and meetings.
* May be required to attend evening meetings.

This is a full-time role on a temporary contract basis.
