Technical Lead (Community Safety)

Are you an experienced community safety professional with the strategic skills to improve community safety across Plymouth? Do you thrive in dynamic, multi‑agency environments, bringing coordination and momentum to shared priorities? If so, this role offers the opportunity to make a significant impact as the Technical Lead within our Community Safety Team.

In this pivotal position, you will help shape the future direction of Safer Plymouth – driving strategic priorities, supporting effective governance, and ensuring that the voices of our communities meaningfully influence our work and decision‑making.


About The Role

As our CSP Technical Lead, you will be the central co‑ordinating role supporting Safer Plymouth, our Community Safety Partnership (CSP). You will:

* Coordinate and deliver the annual Strategic Crime Assessment – providing analysis and insights that drive local priorities.
* Lead the development of the Safer Plymouth Partnership Plan, ensuring we meet our statutory duties and achieve real, measurable impact.
* Oversee compliance with the Serious Violence Duty, ensuring delivery against the strategy and action plan, as well as leading the annual needs assessment refresh.
* Support the effective operation of Safer Plymouth sub‑groups and partnership forums, ensuring good coordination, information flow and statutory duty compliance.
* Work closely with the CSP Chair and Community Safety Manager to shape how the partnership operates and evolves.
* Champion opportunities for improvement – from strengthening governance to increasing how we listen to, and act on, the voice of communities, diverse groups, and young people.
* Manage and coordinate partnership funding, including Serious Violence funding, and identify new funding opportunities that support delivery against our priorities.
* Work alongside Community Safety Partnership leads across the peninsula to share learning, align approaches and strengthen coordinated regional delivery.
* Strengthen how Safer Plymouth communicates its work across the city, supporting clear, accessible messaging and helping to build meaningful two‑way engagement with communities, partners and stakeholders.
* Contribute to partnership‑wide workforce development, supporting learning, awareness and skills‑building activity that enables consistent, informed and trauma‑aware practice across Safer Plymouth and its partners.
* Provide support to operational community safety activity when needed, supporting the wider team on emerging issues and city‑wide priorities.


About You

We’re looking for someone who brings strong community safety expertise and a real commitment to collaborative, multi‑agency working. You will:

* Have knowledge and understanding around community safety, including the function of community safety partnerships and the associated statutory duties.
* Have a proven track record of leading effective partnerships and building strong relationships across agencies.
* Have strong written communication skills, with the ability to present complex information in clear, accessible and strategic reports.
* Be highly organised, with the ability to manage multiple deadlines and priorities without compromising on detail or quality.
* Be a confident verbal communicator, capable of chairing meetings, leading discussions and delivering training effectively.
* Have confidence in coordinating multi‑agency delivery, influencing at all levels.
* Work collaboratively as part of the wider community safety team, contributing to shared goals.
* Be able to work proactively and use your own initiative, making sound decisions and progressing work independently when required.
* Have a commitment to inclusion, community voice and trauma‑informed practice.


Working Arrangements

We offer a hybrid working model that supports flexibility and work‑life balance. To maintain strong collaboration, the postholder will work from a Plymouth City Council office for at least two days per week, including every Tuesday at Ballard House.

We are a flexible employer and provide a variety of working arrangements tailored to the needs of each role.
