We offer an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will revolutionize how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and removal of barriers, ensuring alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Main Tasks:
* Understand the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensure programme deliverables align with strategic objectives, owning the change control process.
* Support the Programme Manager to assure changes to Time, Cost, and Quality of work-packages, working closely with delivery teams for affordability and value.
* Manage queries from senior stakeholders and deliver regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Assist Programme Manager and Director with investment and funding activities.
* Ensure adherence to governance and assurance standards.
* Support ongoing business management through whole life cost allocations.
The Team:
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B, setting strategic direction for digital services that transform regulation processes.
You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers to shape the delivery of user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required:
* Experience working in a fast-paced, dynamic programme environment.
* Extensive digital skills with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order raising and managing business cases through EA and Defra approval routes.
* Familiarity with governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information:
You will have an incident management development plan, with support and training provided. The role is flexible with a national office base, with some travel and overnight stays possible.
