JOB PURPOSE • To shape, lead and manage the Premises and Estates Management function across the Trust, developing policy, strategy, and ensuring all statutory requirements within the remit of the post are met, including the provision of Energy Management. • To support with the strategic development and implementation of the Trust’s Estates and Asset Management Strategy, advising the COO and Executive Team on policy, compliance, capital planning and long-term estate development. • To exercise professional autonomy in setting priorities and ensuring the effective delivery of estates objectives across all academies. • To support and promote a proactive Health & Safety culture throughout the Trust. • To support the Premises Managers based within academies, providing leadership and guidance. • To ensure that the Trust’s premises are fit for purpose, well managed, and deliver value for money. MAIN DUTIES & RESPONSIBILITIES General • To work closely with the COO and Central Business Operations Team to ensure that sites and facilities provide an effective and high-quality environment in which the Trust can achieve its objectives. • To ensure that all Trust buildings and sites are clean, safe, secure, accessible and well maintained. • To ensure that energy and utility usage across the portfolio is effectively led and managed. • To promote teamwork and motivate staff to ensure effective working relationships. • To oversee site-based estates and facilities staff across the Trust, supporting professional development and ensuring consistent standards of delivery and compliance across all academies. • To evaluate and respond to complex estates issues, interpreting technical, statutory, and financial data to inform strategic decisions, and to develop innovative solutions to estate challenges including sustainability, energy efficiency and capacity planning. • To provide reports and data as requested for Executives and Trustees.Page 2 of 4 • To deputise where necessary as the principal estates liaison with local authorities, regulatory agencies, contractors, and professional consultants, representing the Trust in high-level negotiations and ensuring compliance with legal and statutory frameworks. Health & Safety • To lead, develop, implement, audit and review the Trust’s Planned Preventative Maintenance (PPM) MIS (currently Every), ensuring that remedial works are managed and resolved. • To review Trust Estates policies and procedures, ensuring they are up to date, compliant with all relevant legislation, and implemented consistently across the academies. • To establish, monitor and evaluate risk assessments, Standard Operating Procedures and Method Statements within areas of responsibility. • To support recruitment and lead inductions for estates colleagues. Capital Works & Maintenance • To support the development and implementation of the Trust-wide estate development strategy and long-term asset planning. • To create and manage project plans, implementation processes and snagging for allocated capital works, ensuring completion on time, within budget and to required standards. • To establish, monitor and review a list of approved contractors for all estates work, ensuring contractors hold all required qualifications and insurances. • To develop and monitor systems for minor maintenance, health & safety, accommodation and resource needs using the Trust’s premises management systems. Finance and Management • To support with the management of multi-site estates budgets (revenue and capital) and ensure value for money through procurement, contract negotiation, and performance monitoring of contractors and suppliers. • To provide strategic financial forecasting and lifecycle-costing advice for future projects and capital planning. • Working with the COO, ensure that the budget for PPM works is correctly prepared, recorded and monitored. • To liaise with external organisations as required. • Supported by the Contracts Manager, to secure PPM service partners (e.g. security systems, fire safety systems, statutory inspections), ensuring competitive tendering. • To monitor and manage PPM contracts to ensure delivery against agreed standards. • To plan and monitor expenditure of allocated budgets. • To ensure that orders for approved site works/services are in accordance with Trust procedures, specifications and timescales, and that all work is supervised and completed satisfactorily. • To participate in professional development and performance management activities as required. • To assist the COO with project work as required and undertake other reasonable duties as directed by the COO.
