What's involved with this role: JOB TITLE: Finance Team Manager - Capital Accounting REF: Leicestershire 5270554 Pay rate: Up to approx. £455 per day PAYE, dependent on experience, TBC Working Arrangement: Flexible/Hybrid working available. Max of one day per fortnight required in the office in Coalville. The role: On behalf of a local council, we are seeking a Finance Team Manager, managing a team of four Finance Business Partners and one treasury management officer. The role will include leading on Quarter 1 budget monitoring including report to members and 26/27 budget setting. Key Responsibilities may also include: To manage designated areas of the Council’s finance function including, but not exclusively: annual budget, council tax setting, Statement of Accounts, statutory reporting, insurance, treasury management and financial and capital accounting in accordance with national legislation, council policies, practices and timetables Provide dynamic and positive leadership in managing the staff allocated to the post and within the wider Finance Service where staff not within own line management are responsible for assisting with the delivery of areas of designated responsibility To ensure that officers and members are provided with high quality strategic advice and direction on financial strategies, policy, standards and practices, enabling services to make timely and well-informed decisions in the knowledge of the impact those decisions will have financially on the council To lead on financial input, business modelling and risk assessments for business cases, asset management decisions and the project life cycle in respect of finance such as delivery model appraisals, prudential borrowing assessments, funding bids etc. To lead the finance team to produce the annual financial report on time and with an unqualified audit opinion, managing the audit process and acting as key contact for the Council What the client is looking for: Hold a finance degree / CCAB qualification or equivalent Experience of managing a team, ideally with a relevant management qualification Extensive experience of financial management in local government, including the use of modern financial management systems, and providing financial information and advice to managers and elected members within challenging deadlines Strong technical finance skills and the ability to lead complex pieces of work, and be commercially and community focused with the ability to drive change and improvements Experienced in capital accounting, including prudential code and IFRS requirements Ability to deliver complex information across all levels and communicate clearly both orally and in writing, adapting style to suit different needs.
