Pay Supplement: The base salary for this role is £60,013 - £74,620. This job qualifies for Digital, Data and Technology Annual Pay supplement; 24% is included in the total remuneration above.
Pension: 28.97% of base salary (RoS contribution)
Annual leave: 42 days annual holiday.
Duration: Permanent.
Working Pattern: 35 hours per week. We are a flexible employer and will consider a variety of working patterns on a case-by-case basis. For example, compressed hours, term-time working or part-time working.
Location: Home / Office hybrid working. Offices in Glasgow and Edinburgh.

The Role
Registers of Scotland (RoS) is on a continuing transformation journey to be a digital registration and information business trusted for our integrity, supporting the Scottish economy and the people of Scotland. As a Technical Architect, you will provide technical leadership and architectural design for RoS’ digital products, platforms and underpinning technology services. You will be responsible for designing an evolving, secure, scalable and resilient technical architecture that enables modern, user-centred digital services, while reducing technical debt and ensuring value for money. Drawing on a strong engineering background, you will work closely with product teams, engineers, security and operations to turn business and user needs into pragmatic, sustainable technical solutions.
This role is ideal for an experienced architect who can balance strategic thinking with hands-on support to delivery teams, and who is motivated by delivering high-quality public services. Public sector technical architect roles across central government and local authorities share this focus on leading technical design, supporting digital transformation and aligning solutions with organisational strategy.
On a typical day you will…
* Provide technical leadership for the database architecture underpinning RoS digital products, platforms and enabling services, ensuring solutions are secure, resilient, scalable and cost-effective.
* Provide technical leadership and formal line management for Database Administrators, including conducting performance reviews, supporting career development, and managing wellbeing.
* Own the technical direction for database services inclusive of cloud and on-premise environments, ensuring coherence across product areas and alignment to RoS strategy and DDaT roadmap.
* Shape and maintain a forward-looking architecture roadmap for database services, balancing modernisation, technical debt reduction and continuity of critical services.
* Define the target architecture and key design decisions for database platforms and managed services, including integration patterns for applications, data flows and operational tooling.
* Produce and maintain proportionate architecture documentation and artefacts to support delivery and assurance (e.g., HLD/LLD and key diagrams).
* Establish and assure non-functional requirements for database services
* Ensure database designs and control measures comply with RoS information security and technology security policies, working with relevant colleagues to embed privacy and security-by-design.
* Provide architectural guidance to delivery teams throughout the lifecycle ensuring designs remain pragmatic, deliverable and maintainable.
* Promote automation and standardised approaches for database provisioning and management where appropriate, supporting RoS’ strategic direction for managed services.
* Identify and manage architectural risks, dependencies and technical debt within the database domain, recommending priorities and remediation approaches.
* Contribute technical input to assurance activities, service readiness, and procurement/supplier engagements, ensuring solutions remain sustainable and deliver value over time.
