Research Fellow – Health Determinants Research Collaboration (HDRC)

This post offers a significant opportunity to embed research capability within the Council, strengthening how evidence is used to shape policy, service design and investment decisions. Working as part of the Health Determinants Research Collaboration (HDRC), the postholder will support the development of a sustainable research culture and contribute to work that delivers demonstrable benefits for residents and communities.

Job Details

* Salary: £39,152 - £45,091 per annum
* Grade: 8
* Contract: Fixed term, 12 months
* Contractual hours: 37 per week
* Category: Adults and Communities
* Posted: 07/05/2026
* Reference: REQ006288

As part of the HDRC, the postholder will lead the delivery of the First into Research training programme, supporting staff who may have little to no prior research experience. This will involve the development of training modules and materials alongside face‑to‑face delivery. The postholder will also undertake research activity and provide support to the delivery of existing research on priority topics relating to the wider determinants of health.

There will be opportunities for development and growth through contributions to publications, funding applications and partnership working. The HDRC works collaboratively with teams across the Council, the University of South Wales, Aneurin Bevan University Health Board, third sector partners and community stakeholders. Interpersonal skills are key.

Building a research culture within local government is complex. The postholder will work in an environment where research capability is still developing and competing priorities and operational pressures influence decision‑making. This role requires someone who can build relationships, support colleagues and identify where research can add the most value.

Applicants who are committed to making a positive difference and who can demonstrate the skills and experience required are invited to apply.

Applications are welcomed from candidates seeking full‑time or part‑time working arrangements.

The Council offers flexible working arrangements, family‑friendly policies, access to a generous pension scheme and an annual leave entitlement.

You must demonstrate how you meet the Essential criteria listed in the attached Person Specification in order to secure an interview. Guidance for applicants: Torfaen County Borough Council.

Torfaen County Borough Council strives to be a fair, supportive and effective employer. The Council is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults. The Council expects all employees, paid or unpaid, to share this commitment.
