Job overview

Contract - Secondment 5 Months

Base - York or Scarborough

Hours - 37.5 hours per week

The post holder will be responsible for auditing and providing specialist advice on Estates Compliance across the Trust as part of the Resources Division in YTHFM.

This will include reporting on assurance that the systems and processes are safe and available for their intended use, complies with all relevant statutory and regulatory requirements. In addition, they will provide, specialist and professional building and engineering expertise and advice to other estates staff, directors, senior management of the organisation, and external agencies to support service improvement.


The post holder will be registered and qualified as an Authorised Person (AP) in a technical discipline e.g. Medical Gas for the site where they are located. They will be responsible for monitoring the statutory engineering tests and inspections in line with statutory requirements, scheduling audits and developing action plans to ensure authorising engineers have attended and inspected all critical engineering functions as per HTM requirements providing reports for the Operational Management Group, Management Group and Executive Performance and Assurance Committee

Main duties of the job

1. Possess engineering qualification to degree level or equivalent engineering experience background.
Experience in giving statutory and mandatory training, taking on any specific training to encourage. and support service improvement within the team.
2. Able to act as a source of expert advice to the Trust Executive, Managing Director, Director of Resources & Heads of Service to manage the Capital & Estates compliance, ensuring that all systems and processes are safe and available for their intended use, and the Trust complies with all relevant statutory and regulatory requirements.
3. Schedule audits and develop action plans to ensure authorising engineers have attended and inspected all critical engineering functions as per HTM requirements.
4. Monitor the statutory engineering tests and inspections in line with statutory requirements i.e. PSSR and LOLER.
5. Oversee and monitor all compliance aspects of installation, services, systems and work activities, ensuring good practice and compliance with relevant legislation, NHS guidance, H&S, standards,
codes of practice, regulations, HTM’s and HBN’s.
6. To manage the Trusts engineering compliance and provide monthly progress updates on systems such as Pressure Systems, Electrical HV/LV, Medical Gases, Water, and Lifts.
7. Lead on compliance monitoring and reporting in relation to workplan audits, record keeping on mandatary training.
8. Manage and deal with difficult situations confidently.
Work with the Assistant Head of Estates (Operations & Compliance) to support on the Premises
9. Assurance Model (PAM) annual return for YTHFM.
10. Understand performance targets and ensure that services are organised by ensuring the resources (personnel, financial and physical assets) are used appropriately to meet the needs of the service the specified targets.

Person specification

Experience and Knowledge Required

Essential criteria

11. A thorough working knowledge of all aspects of engineering, and competent knowledge across a broad range of HTMs
12. Previous experience in the delivery of basic training
13. Experience of dealing with confidential information
14. Leading and Managing people within a Healthcare setting
15. Working with varying levels of Management and other stakeholders

Desirable criteria

16. Significant experience in a similar managerial role within the NHS
17. Experience and Knowledge of NHS Premises assurance Model (PAM) framework

Education, Qualifications and Training

Essential criteria

18. Possess Engineering qualifications to Degree level plus specialist knowledge acquired through courses and experience to Masters level of equivalent

Desirable criteria

19. Professional registration IHEEM or equivalent
20. Recognised Health and Safety Qualification
21. AP Technical Discipline

Skills and attributes

Essential criteria

22. Able to organise and prioritse both own workload and that of others required
