The Civil Nuclear Constabulary (CNC) is the UK’s armed police force dedicated to protecting nuclear material and facilities. We are seeking an experienced commercial professional to lead complex, high-risk procurements and deliver robust commercial strategies across the Operations category.
The Civil Nuclear Constabulary (CNC) is recruiting a Commercial Specialist to lead strategic procurements, manage complex contracts and support key commercial decisions.
About the Role:
We are looking for an individual who isprofessionally qualified (MCIPS), and experienced Specialist. The Commercial Specialist will be required to establish, implement and if necessary, enforce strategic procurement policies and ensure the organisation’s compliance with legal obligations. The position has significant latitude to make important decisions.
You will provide expert commercial advice, run procurement processes, ensure compliance, manage procurement and contract lifecycles and support continuous improvement. The role also includes guiding stakeholders and mentoring junior commercial staff.
Skills and Experience:
- MCIPS qualified
- Strong public sector procurement experience ensuring compliance with relevant laws and regulations such as PCR2015 and PA2023
- Knowledge across multiple categories (Professional Services, IT, FM, Travel/Fleet)
- Experience developing procurement strategies
- Strong stakeholder management
- Experience resolving contractual disputes
- Good analytical, financial and legal understanding
- Able to work under pressure and adapt to changing priorities
Working Arrangements:
Hybrid working (60%/40%). Based at Culham until relocation to Harwell in Autumn 2026.

Some of the responsibilities of the role include:
5. Professional management, end-to-end, of key tenders to ensure compliance with due process. This will include supporting stakeholders in scoping requirements, category market research, production of evaluation schemes, evaluating tender returns and award of contracts. Oversee this work undertaken by other procurement professionals.
6. Ensure that non-pay/salary related spend satisfies the Government’s requirement of Value-for-Money and meets the appropriate standards in terms of openness, probity, propriety and spend controls.
7. Participate in and when needed take responsibility for the delivery of strategic CNC projects; this will include membership of project boards and manage the procurement workstream.
8. Provide proactive support and expertise to Stakeholders and handle the contractual/procurement aspects of procurements. Provide expertise and support to successfully manage, plan, negotiate, evaluate and deliver procurements in line with organisational expectations.
9. Evolution of the Constabulary’s commercial terms and conditions, policies and working practices.
10. Enforcement of CNC’s commercial terms with contractors.
11. Take responsibility for health & safety, security compliance, social value, net zero and sustainability within the tender / procurement process.
12. Take ownership of risks associated with procurement and work proactively to identify risk and ensure that they are managed within the organisation’s risk management framework.

To be successful in the role you will need to display the following experience and skills:
13. Professional Membership of the Chartered Institute of Purchasing and Supply MCIPS Professional Qualification.
14. Public Sector: Extensive experience in managing procurement activities and contracts within the public sector, understanding its unique challenges and regulatory requirements.
15. Experience and understanding of the procurement of goods, services, and works across a range of categories including but not limited to Professional Services, IT, FM and Travel/Fleet.
16. Experience of developing successful strategies providing professional guidance to organisations and stakeholders
17. Contract Lifecycle Management: Proven track record of handling all phases of the contract lifecycle, from negotiation and execution to monitoring and renewal.
18. Compliance and Risk Management: Experience in ensuring compliance with relevant laws and regulations, such as the PCR2015 and PA2023, and managing associated risks.
19. Stakeholder Engagement: Demonstrated ability to work with various stakeholders, including suppliers, legal teams, and internal departments, to achieve Commercial objectives. Strong interpersonal skills to build and maintain effective working relationships with diverse teams and stakeholders.
20. Dispute Resolution: Experience in managing and resolving contract disputes effectively and efficiently.
21. Analytical Skills: Proficient in analysing contract terms, financial data, and performance metrics to make informed decisions.
22. Attention to Detail: Meticulous in reviewing and writing procurement/contract documents to ensure accuracy and compliance.
23. Communication Skills: Excellent verbal and written communication skills to clearly convey information and expectations.
