Job Description
Director of FP&A & Regulatory Reporting - Exeter - Hybrid (2-3 days)
Shape the Financial Narrative of a Purpose-Driven Group
Robert Half are partnering with Pennon Group, a portfolio of water and wastewater companies including South West Water, Bristol Water, SES Water, and Pennon Water Services, who deliver essential services to millions of customers every day.
This is a pivotal moment for the business and the industry - and due to recent acquisition and restructuring, they're now looking for a high-calibre leader to join as Director of FP&A & Regulatory Reporting, a key role at the heart of the Group Finance function.
The Role: Financial Strategy Meets Regulatory Insight
This is a rare opportunity to take a truly integrated leadership role across the Group. You'll oversee the activities of their specialist Strategic Planning, Reporting, Regulatory Finance, and Revenue & Tariff teams - bringing together all strands of performance, planning and regulatory reporting into one coherent, high-performing function.
Your mission: to create a trusted "single version of the truth" that drives insight-led decisions, underpins strategic planning, and ensures they stay ahead in a highly regulated, rapidly evolving sector.
What You'll Be Responsible For
* Overseeing the Reporting team to deliver insightful monthly reporting, budgeting and forecasting
* Leading the Regulatory Finance team, ensuring strong integration with wider finance, regulatory and operational teams, and full understanding of financial regulatory impacts
* Driving the continuous development of our Strategic Planning & Financial Modelling capability - enabling accurate, agile, and forward-looking decision-making
* Leading Revenue & Tariff operations across South West Water, Bristol Water, and SES Water - including tariff setting and regulatory pricing cycles
* Partnering with the Group Financial Control team to implement consistent corporate accounting policies
* Supporting audit processes and ensuring high standards in all reporting disciplines
* Ensuring a strong culture of performance management, team development and succession planning
* Acting as a key voice for Finance at senior leadership and Executive level - communicating with impact and clarity
Why This Role, Why Now?
?? Impact - This is a Group-wide role with a direct line to the Executive team and influence over investment, strategy and regulatory planning.?? Integration - You'll lead four specialist teams and bring them together into a more aligned, strategic and insight-led unit.?? Change & Improvement - From Power BI and data warehouse transition to better MI and reporting, you'll help drive Pennon's next generation of financial insight.?? Breadth & Complexity - With multiple regulated companies and a five-year regulatory framework, your work will span technical and strategic dimensions.?? Purpose - At Pennon, every decision supports something bigger: protecting the environment, supporting communities, and investing in the future.
What They're Looking For
They're looking for an experienced leader with a strong grounding in financial planning, regulatory finance and revenue insight, ideally from a regulated environment such as water, energy, utilities, infrastructure or telecoms. However, will consider outside of this for the right candidate.
You'll likely bring:
* Proven experience in leading FP&A or financial strategy at Group level
* Strong understanding of regulatory finance and reporting
* Experience overseeing or partnering on tariff setting or revenue forecasting
* Ability to develop strategic models and support long-term investment planning
* Exceptional communication skills - able to present complex financial insight to executive and board audiences
* A passion for translating data into action and improving business performance
Ready to Make a Difference?
If you're looking to lead where financial insight, strategic decision-making and regulatory rigour come together - this is your opportunity to shape the future of one of the UK's leading water and environmental services groups.
