Job Purpose The Project Implementation Officer will lead the delivery of environmental improvement and placemaking initiatives within the Cathedral Quarter. This role involves project management of streetscape enhancements, liaising with statutory bodies and contractors, and collaborating with local stakeholders to improve the public realm, pedestrian experience, and visual appeal of the area. The Postholder will also play a key role in the delivery of BID campaigns, events and Training Calendar etc. Job Duties and Responsibilities Project Management · Plan, coordinate, and deliver streetscape and public realm improvement projects (e.g., street furniture, lighting, signage, planting schemes, and cleaning initiatives). Funding & Grant Applications · Research and identify suitable funding opportunities; write and submit high-quality funding applications to public, private, or charitable bodies to support projects; manage grant reporting requirements and ensure compliance with funding conditions. Monitoring & Reporting · Track project progress, manage budgets, evaluate impact, and produce regular reports for the BID Board, stakeholders, and funders. Stakeholder Engagement · Work closely with Belfast City Council, Department for Infrastructure (DfI), local businesses, property owners, artists, and community groups to ensure collaborative delivery of initiatives. Community Engagement · Support consultation exercises with local stakeholders, gathering feedback and ensuring initiatives reflect local needs. Compliance & Regulation · Ensure all works adhere to health and safety regulations, planning permissions, and statutory requirements. To achieve this, we aim to ensure that the Marketing and Engagement Officer has the standard of skills, knowledge and experience required to deliver to a high standard. Experience and Knowledge (Essential) · 3 years’ experience in project management, ideally within urban regeneration, placemaking, or environmental improvement. · Strong organisational and communication skills. · Demonstrable experience of writing or contributing to successful funding or grant applications. · Ability to work independently and as part of a team. · Experience liaising with public authorities and managing contractors. · Knowledge of urban design principles or public realm best practices. · Proficiency in Microsoft Office and project management tools. Desirable · PRINCE 2 qualification or equivalent · Background in urban planning, architecture, landscape design, or a related field. · Understanding of the Cathedral Quarter and Belfast’s city centre dynamics. · Experience working within a BID or similar organisation. · Knowledge of key public and private funding streams relevant to urban improvement or regeneration. Working Conditions Primarily office-based with regular on-site work and inspections throughout the Cathedral Quarter. Occasional evening or weekend work may be required for stakeholder events or project delivery.
