Overview

About the Role Land and Property is a key function of the Council and is part of an ambitious improvement programme which aims to deliver a more efficient and cost-effective provision of services. The Land and Property team is transforming Surrey County Council's property portfolio in line with the Asset and Place Strategy (2019-2030). The portfolio is significant and diverse, incorporating over 1500 assets, valued at more than £2bn and with a revenue budget of more than £35m p.a. Reporting to our GRT and Vacant Property Team Leader, you will assist in managing our portfolio of gypsy caravan sites, ensuring the landlord's obligations are fulfilled and occupiers are compliant with the terms of the occupancy agreement. You will also be involved in implementing the County Council's unauthorised encampment policy and assisting with other property management and estates issues within the team.


Responsibilities

* Contribute towards the overall development plan for the delivery of all services to Travellers and other tenants of the County Council where necessary, liaising with partner and Traveller organisations.
* Work with the Traveller community and other rural site dwellers and agencies active in this complex and sensitive area.
* Proactively manage the sites by making decisions on repair and maintenance, security, and other day-to-day property management issues arising from the Gypsy and related sites, ensuring services are delivered on time, facilities are inspected and checked, and are legally compliant with regulatory standards.
* Implement a robust mechanism for collection of rents and housing benefit, and ensure any other relevant outgoings are paid by occupiers of the Gypsy Sites; provide the Estates Delivery Manager with regular arrears reports and income projections and instruct Legal Services.


Requirements

* Previous property management experience
* Excellent communication skills
* Report writing and presenting evidence in Civil and Criminal Courts
* Ability to work closely within a team to ensure Health and Safety and positive outcomes


Context

With 11 district and borough councils and a county council, all responsible for different services, these councils will be reorganised into a smaller number of new unitary councils which will come into effect in April 2027. This role will be transferred, with all existing terms and conditions intact, into one of the new unitary councils.
