Role OverviewThis role involves working closely with various stakeholders to promote data literacy, manage data risks, and optimise the value of data across the organisation. The Lead Data Governance Manager reports to the Head of Data and Analytics and the role is aligned to the Government Digital and Data Profession Capability Framework. Key Responsibilities:Development of Data Governance Processes:
* Framework Development: Lead the development and implementation of data governance frameworks, policies, and standards, ensuring alignment with organisational needs, industry best practices and legal governance and privacy considerations.
* Data Quality and Trustworthiness: Identify opportunities and make recommendations to improve the quality and trustworthiness of data throughout MaPS.
* Data Quality Reporting: Establish and maintain mechanisms to monitor and report on data quality metrics.
* Data Asset Management: Catalogue, monitor, and identify essential data assets for the organisation’s operations or services. Implement data classification to categorise data based on sensitivity and importance. Establish data retention policies to ensure data is stored for the appropriate duration and securely disposed of when no longer needed.
* Data Management Competencies: Implement and establish wider data management competencies within MaPS, such as data quality, metadata management, master data management, data modelling, and development of data standards and data strategy.
Enabling Data Governance Processes:
* Learning and Development: Lead the learning and development of MaPS data stewards, data owners, and other key stakeholders, enabling them to integrate data governance activities into routine business processes and support risk management around data.
* Solving Data Challenges: Support MaPS data stewards, data owners, and other key stakeholders in addressing data management challenges, ensuring data governance practices provide easy access to high-quality, trustworthy data.
* Strategic Focus: Ensure data governance activities and enablement focus on the highest priority areas that align with MaPS’ key strategic initiatives.
* Cross-functional Collaboration: Work closely with colleagues in the Data and Analytics team, the Governance and Data Protection team, and the wider Technology and Change directorate to ensure cohesive and effective data governance practices across MaPS.
* Legal Governance and Privacy: Ensure legal governance and privacy considerations are addressed in all data governance activities.
You will need to demonstrate the following skills and experience;
* Data Governance Expertise: Strong understanding of data governance frameworks, policies, and standards.
* Technical Knowledge: Understanding of technical aspects of data management, including data quality, metadata management, and data modelling.
* Proactivity and Problem-solving: Proactive and self-motivated with a passion for data governance. Strong problem-solving skills and the ability to think critically and creatively.
* Stakeholder Management: Strong verbal and written communication skills for effective collaboration with cross-functional teams. Proven experience in managing stakeholders and presenting updates to senior management.
* Leadership: Experience in leading and inspiring cross-functional teams to achieve data governance objectives.
* Strategic Thinking: Ability to align data governance strategy with business goals and adapt to industry changes.
* Learning and Development: Experience in developing learning and development materials related to data governance.
* Pragmatism and Delivering Value: Demonstrated ability to take a pragmatic approach to data governance and focus on delivering tangible value to the organization.
