This role is responsible for delivering high-quality financial advice within a service area, providing comprehensive support and innovative advice to all levels of management and Members across the finance functions. Proficient analytical skills are essential to interpret financial results and influence decision-making by evidencing the impact on costs and risks.
An experienced financial expert, building strong relationships with internal and external partners, will maximize opportunities to influence stakeholders and contribute to management forums. The role involves supporting efficiency and cost reduction initiatives across the Council to achieve strategic objectives.
Accountabilities
1. Support the business by understanding financial assets, liabilities, and priorities, presenting options to senior managers to drive change and efficiency.
2. Partner and support Service Directors and stakeholders in financial performance management, pricing, investment analysis, and business planning.
3. Provide high-quality, timely management information using insightful analysis and financial modelling to support business development.
4. Support cross-organizational projects, ensuring commercial and value considerations are included to facilitate transparent decision-making.
5. Collaborate with Senior Finance Business Partners and Management Accountants to develop and review financial policies and plans aligned with strategic objectives.
6. Ensure delivery of value-for-money services by analyzing financial trends and driving efficiencies.
7. Prepare robust business cases by quantifying costs, benefits, risks, and funding solutions, taking financial implications into account.
8. Ensure compliance with financial regulations, professional standards, and legislative changes affecting services.
The Experience You Will Bring
Essential:
* Full CCAB / CIMA qualification with ongoing professional development.
* Experience in financial management and frameworks, preferably in the public sector, covering a full financial cycle.
* Excellent communication skills to influence stakeholders and awareness of the political environment.
* Proven ability to improve financial systems and processes with a focus on performance.
Desirable:
* Experience in providing financial advice for decision-making.
* Ability to establish credibility and work effectively with management teams and networks.
* Experience supporting multi-disciplinary teams to achieve service outcomes.
