In this role you will be the Fire Subject Matter Expert (SME) for the delivery of Fire Safety Management policy and the associated Fire Safety Management System across the British Army. Main responsibilities include: Maintain and review a strategy and associated documents for the effective delivery and communication of the Army TLB Fire Safety Management policy and Fire Safety Management System that is appropriate to the needs of Army Top Level Budget (TLB) and is compliant with UK Legislation, Defence fire safety policy and other guidance. Identify, document and communicate the roles and responsibilities in the Army TLB Fire Safety Management policy and Fire Safety Management System of the chain of command and clearly define the competency and training requirements of each function. Act as the lead auditor for all Fire Safety 2nd Party Assurance (2 PA) activity across the Army TLB including: The planning and delivery of a risk-based Fire Safety Management 2 PA programme across the Army TLB. Provision of written, detailed 2 PA reports to Heads of Establishment, Home Command and Regional Command Leads. The provision of a system to track and monitor remedial action plans to ensure a current and up to date risk picture across the Army TLB. Provision of follow up visits and no notice visits to address shortfalls or any lessons learned, and issues identified. Maintain regular communications with the Army Senior Leadership Team, Heads of Establishment (HoE's) and their Chains of Command (CoC's) as required to ensure fire safety matters are dealt with effectively and providing advice and guidance of their FSMS arrangements. Act as the Desk level lead for all Army TLB Integrated Risk Management Plans and Fire Resilience Risk Assessments to ensure HoEsare adequately supported regarding contract changes. Monitor and review enforcement/prohibition notices issued by Defence Fire Safety Regulator (DFSR)across the TLB and liaise with stakeholders to ensure appropriate actions are taken to address deficiencies and ensure risks are kept as low as reasonably practicable (ALARP). Maintain regular communications with Army Heads of Establishment, Home Command and Regional Command Leads on Fire Risk Assessment activity, monitoring the delivery of the Fire Risk Assessment process to ensure Army TLB is provided with the services and deliverables in accordance with the Service Providers contract, policy, and the resolution of actions. Liaise with other internal and external stakeholders to ensure collaboration and co-operation to ensure Safety Management system interfaces are effective, Examples being: Defence Fire & Rescue (to include all contract Service Providers) Defence Infrastructure Organisation Defence Fire Safety Regulator Commands / Units Monitor, manage and amend fire related deliverables with the Army / Defence Fire and Rescue (DFR) Joint Business Agreement (JBA). Generic Responsibilities of the grade: Undertake and maintain the development required to meet role specific and wider Defence mandated development requirements. Support the development of partnering and interoperability arrangements through attendance at National Fire & Rescue and Emergency Services Sector forums and through involvement in associated working groups. Report, any developments affecting the provision of Fire Risk Management(FRM) and Fire & Rescueresponse within Defence and escalate any disagreements with service providersthrough the Chain of Command. Maintain regular engagement with FRM providers, Duty Holders and customers to promote understanding, compliance and continuous improvement. Someone who has demonstrable and relevant skills in fire safety management, strategic risk management, organisational learning, and who thrives in a diverse and fast-paced environment. Essential: Eligibility - This is a uniformed Defence Fire and Rescue Service Group Manager post available to current competent Group Managers, current competent Station Managers on promotion or an individual who can demonstrate the correct Fire Service competencies and experience for this role at Station Manager level (Military Equivalent Flt Sgt/CPO/WO) or higher. Fire Safety Level 4 Certificate (Lead Auditor) qualification. Full UK Driving Licence. Licences Full UK driving licence Qualifications Fire Safety Level 4 Certificate (Lead Auditor) qualification Evidence of qualification/Licence/Membership will be required at interview.
