An exciting opportunity has arisen for an individual to undertake the role of District Licensing Officer covering the Basildon and Castle Point areas of the County for alcohol licensing matters.

You will be one of several licensing officers across the County responsible for receiving and assessing licensing applications, completing checks against Essex Police systems, arranging visits where necessary and making robust recommendations and submitting objections to the relevant authority where appropriate. You will gather and record evidence and intelligence to build on-going case files which may be utilised to support a standard or summary review of a licensed premises; ensuring action plans and communications are recorded to corporate standards; preparing full case files and presenting cases at licensing hearings and supporting legal representatives at appeal tribunals, magistrates’ courts etc.

Whilst office based with predominantly office hours the post holder will be required to work some evenings and weekends as necessary, sometimes at short notice, and travel the county. For that reason, a full UK car driving licence and access to a vehicle is required.

Though based at Basildon, the applicant may be required to cover other areas of the county where this is appropriate to cover absent colleagues or for training purposes.

What we are looking for:

At shortlisting we will be looking for essential evidence of:

1. The ability to work alone with minimum supervision and be confident in your ability to deal with conflict.
2. A logical and enquiring approach to your work, demonstrating an analytical mind.
3. Evidence and experience of gathering and recording evidence.
4. Strong written communication skills (including the preparation of reports) and presentation skills.
5. The ability to successfully negotiate outcomes.
6. Hold Police Alcohol Licensing Officer (PALO) qualification or be willing to undertake this qualification.

In addition, it would be helpful if you could evidence:

7. Knowledge of the Licensing Act 2003 Previous experience of quickly assimilating knowledge of legislation/procedure in a new role.
8. Knowledge and use of Essex Police computer systems such as System for Task and Operational Resource Management (STORM), ATHENA and Police National Computer (PNC).
9. Previous employment in a licensing or enforcement role.

Our Location:

The post is an agile working one with a 60/40 split. The role will be nominally based at Basildon Police Station but will often be required to work from other police or shared community premises. These are modern office environments with good road networks and public transport links.

Depending on your current vetting level and security clearances, you may be required to complete additional vetting information during the recruitment process.
