Scoping Project Manager

Role Overview
Our client is seeking a Scoping Project Manager to take ownership of the full lifecycle of Billable Works projects across a high-security, complex defence estate. Youll be responsible for managing projects from initial scoping and stakeholder engagement through to pricing, scheduling, delivery and final handover ensuring quality, compliance, and value for money at every stage. This role sits within a long-established infrastructure and facilities management contract, supporting the UK defence sector. The position requires a high degree of professionalism, discretion, and strict adherence to security protocols.
Key Responsibilities
* Deliver end-to-end management of Billable Works projects (scoping, design, procurement, delivery, and handover)
* Ensure all works comply with statutory, regulatory, environmental, and health & safety obligations
* Review, approve and manage Risk Assessments and Method Statements (RAMS)
* Maintain accurate and up-to-date project documentation, including use of SharePoint and Maximo
* Develop programmes of work and manage budgets in line with client and operational requirements
* Coordinate with site managers, end users, contractors and stakeholders to agree scopes and schedules
* Monitor and manage project risks, costs, and stakeholder expectations
* Address and resolve client or end user issues promptly and professionally
* Contribute to sustainability goals and carbon reduction efforts
* Scope and deliver a wide range of projects, including refurbishments, new builds, demolitions and maintenance
Essential Requirements
* Proven experience in project management within a construction, FM or building services setting
* HNC/HND in Building/Civil Engineering, Electrical/Mechanical Engineering, or equivalent experience
* Strong skills in planning, delivery, stakeholder engagement, and risk management
* Full UK driving licence
* Must be a sole British National, eligible for Developed Vetting (DV) clearance
