Offer description

Job Details

An excellent opportunity has arisen to join our Banking and Reconciliation Team, part of the wider Payroll Service, as a Transaction Team Assistant.

The Council is preparing to launch a new Salary Sacrifice Car Leasing Scheme, working in partnership with HR. This is a major employee benefit initiative that will offer staff access to environmentally friendly vehicles through a cost-effective, tax-efficient leasing arrangement. As the scheme is new, the Council is building the operational capacity required to ensure the smooth administration of applications, accurate payroll adjustments, third-party payments, and compliance checks.

You will also contribute to the smooth delivery of key financial and payroll-related processes, including:

1. Reconciling ledger suspense accounts

2. Processing HMRC and other third-party payments

3. Completing bank reconciliations through Cash Management

4. Processing BACS and Bankline payments

5. Supporting accurate payroll processing and resolving common errors

6. Assisting with payment runs and ensuring compliance with KPIs

7. Providing customer support across multiple communication channels

This role is essential to ensuring that payments, reconciliations and employee benefit transactions are completed accurately, efficiently and in accordance with legislation, guidance and internal procedures.

The Person

We’re looking for someone who brings accuracy, enthusiasm and a strong customer focus to a busy transactional environment. You’ll be the kind of person who takes pride in getting the details right while delivering a friendly and reliable service to colleagues and external partners.

8. A background in finance or customer service, and the confidence to handle payments, queries and data with care and precision.

9. A genuine commitment to delivering a high-quality service, ensuring tasks are completed accurately, on time and in line with procedure.

10. Strong organisational skills — you can manage your own workload, juggle competing priorities and stay focused under pressure.

11. Clear, professional communication, with the ability to support colleagues, respond to customer enquiries and explain information confidently.

12. Comfort with digital systems, including spreadsheets, databases and other business applications, along with a willingness to learn new tools and processes.

13. An analytical mindset, able to spot discrepancies, reconcile information and work methodically through complex or detailed tasks.

14. A positive, collaborative approach, working closely with teammates and other services to keep things running smoothly.

15. The ability to interpret policies and processes, applying them correctly and knowing when to seek clarity.

16. Professionalism and integrity, especially when dealing with sensitive financial and personal information.

17. Above all, you’ll embody the Council’s behavioural commitments — taking ownership, focusing on customers, working together, embracing technology and delivering results

18. As a progressive employer, we offer the opportunity to work in this role as a “blended working” arrangement with home-working opportunities and occasional office-working as required. While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
