This position is within the Combined Packaging Regimes department of Environmental Markets and Regulation, a national team with officers across England. Based in Southeast England, you will work as part of the national Packaging Extended Producer Responsibility (pEPR) team, ensuring companies dispose of waste correctly by enforcing government regulations—'right waste, right place'. Your role will involve leading, monitoring, and delivering compliance and enforcement activities.
As a Senior Technical Officer, your responsibilities will include:
1. Conducting audit and enforcement activities both in the field and desk-based.
2. Analyzing complex data to support evidence-based decisions.
3. Mentoring and coaching regulatory officers on auditing packaging producers under new regulations.
4. Providing technical leadership, training, and guidance to auditors.
5. Ensuring quality assurance of regulation through audits.
6. Responding to technical queries, interpreting legislation, diagnosing issues, and developing solutions.
7. Developing compliance check plans and undertaking enforcement actions when necessary.
Responding to incidents is a key part of this role. You will be expected to participate in incident response and provide business continuity support, which may include additional payments and training. Flexible working arrangements will be available.
About the team:
Environmental Markets and Regulation promotes health, safety, wellbeing, and development. We regulate industries to improve recycling quality and ensure proper handling of waste, including packaging waste, electrical and electronic equipment, batteries, and international waste shipments.
Experience and skills required:
* Proven experience with Producer Responsibility regulations, preferably pEPR.
* Willingness to travel outside your base area.
* Excellent influencing skills and ability to build relationships in complex environments.
* Coaching and mentoring capabilities.
* Ability to manage multiple demands and prioritize effectively.
* Experience in improving work processes for efficiency.
* Ability to interpret legislation and technical guidance accurately.
* Full UK driving license.
