Job summary
The Director of the TCCA is crucial in achieving HMRC’s strategic objectives and reinvigorating the tax profession. This rare opportunity allows a senior leader to influence a 2,500‑strong academy, support over 15,000 tax professionals, and set an ambitious strategy to modernise tax, customs and compliance.
Role
The Director sits under the Head of the Tax Profession and is co‑sponsored by the Director General, Customer Compliance. Responsibilities include:
* Play a key role in HMRC’s senior leadership team, influencing strategy and ensuring delivery of Tax Professionalism objectives.
* Shape and deliver the Academy’s vision, leading a large multidisciplinary organisation and aligning learning with strategic priorities.
* Create career routes for tax professionals across policy, service, legal, technical and compliance roles.
* Actively manage talent to build depth and expertise across the department.
* Build strong national and international partnerships, keeping HMRC at the cutting edge of tax administration.
Job Description
Accountable for delivering on strategic objectives for the tax profession and building capability to close the tax gap and modernise HMRC.
The role works across the enterprise and partners closely with HR, the Executive Committee and other capability academies.
Strategic Leadership & Governance
* Lead development and implementation of HMRC’s capability strategy for the tax profession and TCCA, aligning with strategic objectives and the transformation roadmap.
* Act as a visible and influential leader, running HMRC’s Senior Tax Professionalism Board and providing strategic advice to senior leadership.
Capability Development & Learning Transformation
* Drive design and delivery of scalable, tailored, sustainable learning solutions, including the Civil Compliance Foundation Learning (CCFL), Tax Specialist Programme (TSP) and a ‘Tax for All’ offer.
* Champion modern blended learning approaches, leveraging technology and professionalisation.
* Lead development of career pathways, standards and learning frameworks for tax professionals across all roles, ensuring alignment with job duties and business needs.
Enterprise Collaboration and Influence
* Build partnerships with HMRC’s business groups, other academies, HR and professions to deliver joint capability solutions.
* Influence resource and funding decisions to prioritise strategic outcomes across academies.
* Foster a culture of continuous learning and professional growth.
Mobilisation into Delivery
* Lead mobilisation and ongoing development of TCCA, including organisational design and workforce transition.
* Maintain a clear view of the tax professional cadre, mapping existing skills against requirements.
Professional Stewardship & Future Readiness
* Ensure capability keeps pace with external developments, regulatory changes and risks.
* Lead the delivery of a holistic plan for the Tax Profession to meet compliance capacity commitments and support government economic aims.
Person Specification
Professional Qualification
A professional qualification in tax, accounting or a related discipline (e.g., TSP, CTA, ACA/ACCA) and/or senior leadership qualifications (CIPD, MBA) are highly desirable.
Strategic Leadership
Proven experience as a strategic senior business leader in complex organisations, leading across boundaries and driving ambitious objectives.
Transformational Capability Building
Track record in managing change that results in a culture of higher professional standards.
Complex, High Profile Delivery
Experience delivering business critical operations at scale, managing risks and improving service delivery against targets.
