Shape the Future of Digital Health in Wales
Digital Health and Care Wales (DHCW) is leading the digital transformation of health and care across Wales. We create digital solutions that empower frontline staff, improve patient outcomes, and make healthcare safer and more efficient.
We are seeking an experienced Test Manager to lead our operations testing team of approximately 30 people, and drive our automation-first strategy. This role is critical to ensuring NHS Wales’ digital services are robust, scalable, and future-proof.
What You’ll Do
Lead the testing strategy, ensuring automation and optimisation across digital services.
Drive continuous testing using CI/CD pipelines for faster, more reliable releases.
Support the transition to microservices and API-first architecture.
Manage stakeholders, suppliers, and testing teams to maintain quality standards.
Coach, mentor, and motivate staff in modern testing methodologies.
Apply change management approaches to embed continuous improvement.
Ensure national digital systems are efficient, accessible, and user-centred.
What We’re Looking For
Your application must clearly evidence how you meet the criteria below. Shortlisting will be strictly against these requirements.
Qualifications & Knowledge
* Educated to Master’s level or equivalent qualification/experience.
* Evidence of continuous professional development.
* Practitioner of Agile working with multi-disciplinary teams.
* Relevant testing certification or significant functional/non-functional technical testing experience.
* Proficient in automation testing and test analysis using modern technologies.
* Desirable: Knowledge of NHS/health sector and its terminology.
* Desirable: Understanding of DHCW and how it supports NHS Wales.
Experience
* Significant experience working in testing roles with specialist tools.
* Proven record of delivering and supporting major digital products and services.
* Experience in both functional and non-functional testing of digital systems.
* Strong experience in Agile environments.
* Demonstrated ability in product management and digital system testing.
* Experience coaching and mentoring staff, particularly agile/multi-disciplinary teams.
* Track record of applying advanced theoretical and practical testing knowledge.
Skills & Attributes
* Ability to lead, manage, and motivate teams, identifying and supporting training needs.
* Skilled at planning, prioritising, and organising workload effectively under pressure.
* Able to analyse and resolve complex issues, using expert judgement to weigh options.
* Effective at change management in team environments.
* Strong communication (written, verbal, presentation) and influencing skills.
* Skilled in negotiating, persuading, and managing sensitive/conflicting information.
* Strong understanding of the digital information and service delivery needs of NHS Wales.
* Professional, resilient, and positive approach to work.
* Ability to build and maintain strong working relationships.
* Desirable: Welsh language skills (Levels 1–5: understanding, speaking, reading, writing).
