Property Specialist – Local Authority, South Coast (Island-Based Role) 400 PAYE / £525 Umbrella / Deemed LTD (Inside IR35) 22 hours per week (3 days) Initial 3 month contract Overview of the Role We are seeking a highly experienced Property Specialist to join a local authority's Asset Management team for a part-time interim assignment. The post is for 3 days a week (22 hours) over an initial 12-20-week period, with potential for extension. The successful candidate will provide strategic leadership and direction on the management, optimisation, acquisition, and disposal of the Council’s land and property assets. This is a hybrid role, with remote working supported—however, site visits on the Island will be required, and applicants must have their own vehicle. Car ferry travel costs across the Solent will be covered. Responsibilities Lead on the delivery of the Council’s property strategy, overseeing land and property asset management, acquisition, and disposal activities. Provide strategic advice to the PFR committee and Corporate Management Team on all property-related matters. Ensure effective governance of property decisions, including business case development and investment appraisal. Support and guide the Property Services division to ensure the right mix of skills and alignment with corporate priorities. Drive asset performance through data-led decision-making, lifecycle planning, and risk mitigation. Champion continuous improvement, innovation, and a customer-focused culture across the service. Oversee delivery of complex capital programmes and estate optimisation initiatives. Requirements Chartered status (MRICS, MCIOB or equivalent) is essential. Extensive senior leadership experience in property, estates, or asset management. Strong commercial acumen with a firm understanding of property law, finance, governance, and capital investment planning. Excellent leadership, communication, and stakeholder engagement skills. Ability to work independently and manage competing strategic priorities. Must have access to a vehicle for site visits on the Island. Working Arrangements Hybrid working model: site visits on the Island are required, with the remainder of work carried out remotely or in council offices (if preferred).
