Role Description
The Health & Safety Manager is responsible for leading, developing and continuously improving the Health, Safety, Environmental and Compliance function across the Commercial Division of Cotswold Energy Group.
The role ensures full compliance with UK health & safety legislation, CDM regulations, and client-specific requirements across renewable and M&E installation projects including heat pumps, solar PV and associated decarbonisation works.
The post holder will act as the organisation’s competent person for health and safety, embedding a proactive safety culture across project management, engineering and subcontractor delivery teams. The role supports safe operational growth, public sector framework compliance and future ISO accreditation objectives.
Responsibilities
Role Specific
* Act as the company’s competent person under UK Health & Safety legislation.
* Develop, implement and maintain the company’s Health & Safety Management System.
* Ensure compliance with all relevant Acts and regulations.
* Lead the development of RAMS standards, templates and review processes.
* Carry out site audits, inspections and compliance reviews across all live projects.
* Lead incident investigations, root cause analysis and corrective actions.
* Maintain accident/near miss reporting systems and KPI dashboards.
* Support tender submissions with H&S documentation and pre-qualification responses.
* Manage Construction Phase Plans and ensure CDM compliance on all projects.
* Oversee subcontractor H&S vetting and monitoring.
* Drive continuous improvement aligned to ISO 45001 and ISO 14001 readiness.
* Lead external audits including client, framework and accreditation audits (e.g. SafeContractor, Constructionline).
* Ensure environmental compliance and sustainable site practices.
* Provide expert advice to Operations Director and Senior Leadership Team.
People Management
* This role does not come with any people management activities initially however we anticipate the team growing in the near future so willingness to people manage is essential.
* Promote a positive, proactive safety culture across the business.
* Deliver H&S training and toolbox talks to project and engineering teams.
* Provide coaching and support to Project Managers on compliance matters.
* Support line managers in managing H&S performance issues.
* Ensure engineers and subcontractors understand and comply with site standards.
* Influence behavioural safety improvements across delivery teams.
* Support induction programmes and ongoing competence management.
Planning & Reporting
* Develop and maintain annual H&S improvement plans.
* Produce monthly H&S performance reports for the Operations Director and Board.
* Track and report KPIs including: Accident Frequency Rate (AFR); Near miss reporting rates; Audit scores; Training compliance.
* Maintain training matrix and certification tracking.
* Support carbon reduction and environmental reporting requirements.
* Maintain documentation for insurance and regulatory compliance.
* Provide regular updates on legislative changes impacting operations.
* Minimum 5 years’ experience in a Health & Safety role within construction, M&E or renewable energy sectors.
* Strong working knowledge of CDM Regulations 2015.
* Experience working on live construction sites and multi-stakeholder environments.
* Proven experience implementing or managing ISO-aligned management systems.
* Experience working with public sector or Tier 1 contractor compliance frameworks.
* Strong auditing and investigation capability.
* Ability to influence operational teams and senior leadership.
* Experience managing subcontractor compliance.
* Excellent written and verbal communication skills.
* Strong organisational and documentation control capability.
Essential Qualifications & Training
* Manual full driving licence
* NEBOSH General Certificate
* NEBOSH Construction Certificate
* Grad IOSH OR Chartered IOSH (or working towards) Other schemes acceptable
