CHILDRENS HOME, REGISTERED MANAGER’S JOB DESCRIPTION SALARY UP TO £58,561.55 BASIC £40,211.60 OCCUPANCY BONUS UP TO £11,009.97 APPRAISAL BONUS UP TO £7,339.98 MILEAGE & SUBSISTENCE ALLOWANCE REQUIRED QUALIFICATIONS: LEVEL 5 DIPLOMA OR EQUIVALENT OR WILLING TO WORK TOWARDS LEVEL 5 DIPLOMA Important: Trainee Managers will undertake the following, as appropriate to current qualifications and experience, under the supervision of a Registered Manager. Managers awaiting approval by Ofsted but already responsible for the Home(s) will be responsible for all the duties and responsibilities detailed below, in their entirety. The Manager is expected to contribute to the development of the organisation as a whole. As we develop, this post will be continuously reviewed in recognition of its key role in our expansion. Appropriate further training will be actively supported. Applicants must remember that this is more than a job. It requires active, long- term commitment. A practice focus is essential and the Manager must take on responsibility for practice leadership. As a Registered Manager you will: Ensure overall compliance of the Home to appropriate Legislation, Regulations and Responsible Authority Guidelines. To ensure compliance with appropriate Health & Safety, C.O.S.H.H., Fire, and Equal Opportunities Legislation and the current policies and procedures of Care Today/Parallel Parents. Keep abreast of all new Legislation, Regulations and Responsible Authority Guidelines, and to ensure the effective communication of the same to all staff. To amend policies and procedures, or to produce new documents as may be required through changes or up-dates in such Legislation / Regulations / Guidelines. Ensure that care is provided in accordance with the Statement of Purpose and Function (which is reviewed at least annually) and that the children who are admitted to the home - needs can be met within the placement. Be responsible for administering/supervising the Home(s) staff team and resources effectively, in a manner that delivers the best possible child care through effective leadership, resourcefulness and appropriate management style. Be responsible for monitoring the systems for recruitment and appointment of staff, this will involve working with the HR Team on the selection for interview, interviewing and completing application packs with new recruits. Be responsible for a written development plan for the Home(s), which is reviewed at least annually and identifies the resources and staff development required to achieve the plan. Ensure that the Ofsted Inspection Report is displayed and communicated to all staff, children placed within the Home(s), parents or significant others and, on request, placing authorities of existing children or those considering placing a child. Take timely and appropriately agreed action with regard to Ofsted Inspection reports regarding any issues of concern Take timely and appropriately agreed action on Internal Monitoring (Schedule 6/Reg. 44) reports regarding any “findings” which need addressing. Ensure the annual undertaking, as a minimum, of a Health and Safety risk assessment of the Home(s) and their environment resulting in an action plan for medium to high risk areas to be reduced. This is to be communicated to staff and children as appropriate. Matters to be monitored by the registered person (Schedule 6) for improving the quality of care provided by the Home(s) (Regulation 45): * Compliance in relation to each child placed in the Children’s Home, with the placement plan and the placing authority’s plan for the care of the child. * All accidents and injuries sustained in the Home or by children accommodated there, as well as any illnesses of children accommodated in the Home. * Complaints in relation to children accommodated in the Home and their outcomes. * Any allegations or suspicions of abuse in respect of children accommodated in the Home and the outcome of any investigation. * Recruitment records and conduct of required checks of new workers. * Notification of events * Any unauthorised absence from the Home of a child accommodated there. * Use of any measures of control, restraint or discipline in respect of children accommodated in the Home. * Medication, medical treatment and first aid administered to any child accommodated in the Home. * To be personally responsible for anti-oppressive care practices * In the case of a qualifying school, the standards of educational provision. * Daily Menus. * Visitors to the Home and to children in the Home. * Duty rosters of persons working at the Home, and the rosters actually worked. * Records of appraisals of employees. * Minutes of staff meetings. * Risk assessments for health and safety purposes and subsequent action taken. * Fire drills and tests of alarms and of fire equipment. * The deposit and issue of money and other valuables handed in for safekeeping. * The Home’s daily log of events. Reports produced as a result of the above monitoring are to be supplied to Ofsted and the Director/Responsible Individual. They must also be made available, if requested, to children accommodated in the home, their parents and placing authorities. Participate fully in the organisation’s Management Meetings, and lead the Team Meetings within the home, ensuring appropriate recording of the same. Ensure Family or Significant Other “contact” is given high priority, encouraged, developed and maintained in line with the Child’s placement plan and/or LAC Care Plan. Induct, support, supervise, review, develop and effectively communicate with the staff team to meet the Statement of Purpose and Function, The National Minimum Standards for Children’s Homes and The National Standard of Investors In People, ensuring appropriate recording is maintained at all times. Consistently apply equal opportunity principles, to both children, parents and staff alike at all times. Responsibility for safeguarding and promoting individual rights, providing good quality care which is free from oppression and where differences are respected and valued. To promote appropriate and therapeutic relationships between staff and young people and their families, promoting the children and young people's involvement and participation in the day-to-day life of the Home. Ensure records of both staff and children meet legislative requirements regarding data protection and confidentiality guidelines. Ensure good relationships are developed and maintained with neighbours and the wider community, which enable the Home to function and the children to be accepted as a natural part of the community without stigmatisation, including residents meetings wherever this maybe possible. Ensure notification to relevant bodies takes place for significant events including notifying relevant internal bodies. At all times contribute to practice and behave in a manner conducive to the positive marketing and development of Care Today/ Parallel Parents. Provide cover to other full-time staff during holidays and sickness. Be accountable to the Directors/Responsible Individual who may, from time to time, at their discretion, require the Manager to undertake other duties in addition to those outlined above.
