Be the driving force behind our people strategy
As the Chief People Officer, you will be shaping our culture, guiding organisational development and ensuring the people agenda directly supports the priorities of a developing Combined Authority. You will oversee the HR & OD Service Level Agreement, guaranteeing high‑quality, compliant and responsive delivery across all people management activity. Working closely with the Senior Leadership Team, you will provide strategic HR leadership, strengthen workforce planning, steer policy and governance, and lead organisational change. Building strong stakeholder relationships, fostering positive trade union and employee relations, and championing collaborative working across the organisation will also be a key part of this role.
Who We Are Looking For…
You will have a deep understanding of employment law, key legislative frameworks, and the governance arrangements that shape public sector organisations. Strong awareness of the local government landscape and the unique challenges facing Combined Authorities is essential. Additionally, you will have a proven track record of leading strategic people initiatives, with direct experience managing or overseeing outsourced or shared‑service HR delivery models. You will also be experienced in supporting organisational change and transformation at scale. A degree‑level education or equivalent experience, supported by CIPD Level 7 membership (or substantial comparable professional expertise) is also necessary.
