Position: Health, Safety Advisor Division: Rail Services Location: Rugby Depot Reporting to: Rail Grinding Operations Manager Purpose of the Role The role of the Health & Safety Advisor is to provide professional OHS assistance with a focus on workforce health & wellbeing. The post-holder will be required to be accredited in HSQE and NEBOSH qualifications. Hold Network Rail sentinel qualification (Person Track Safety) to be able to carry out staff engagements on Health & Safety on the Network Rail infrastructure to ensure Rail Grinding complies fully with Colas Rail safety Management procedures, and any contract specific client requirements. The role will support operational managers to manage any health & safety related non-compliances, and raise the overall profile of Health & Safety, wellbeing, and fatigue management beyond compliance. The role is primarily based at Rugby with some travel requirement for site visits, including working night shift with operational teams. Key Areas of Responsibility & Accountability
1. Oversee OSH activities on behalf of the Rail Grinding Operations Manager to ensure compliance with all OHS Legislation requirements.
2. Raise the profile of safety throughout the business & support accident/incident prevention initiatives.
3. Engage with all Rail Grinding employees & Contractors to promote health, wellbeing and fatigue awareness and an overall positive OHS culture.
4. Monitor OHS performance and effectiveness for projects, ensure audit plans / targets are achieved. Undertake OHS inspections when required and co-ordinate thorough investigations into incidents and accidents.
5. Promote awareness and learning through bulletins, training, and workshops to improve staff engagement and the quality of Health & Safety management.
6. Attend internal and external meetings to discuss Health & Safety, wellbeing
7. Ensure that all accident, incidents, and significant close-calls and near misses are reported, investigated and that all lessons learnt from investigations, surveillance and data analysis are disseminated, understood, and embedded within the rail grinding operations
8. Assist in developing, communicating, and implementing OSH strategies & initiatives, with specific focus on Health & Wellbeing.
9. Support the management and maintenance of accurate data from monitoring systems and for reporting progress against agreed workplace Health & Safety KPI.
10. To conduct risk assessments, including health-related personal, workplace and activity risk assessments as required.
11. To contribute to the development of systems and procedures, and assurance activities as part of a whole team approach in meeting performance targets.
12. Any other reasonable duties as required from time to time, and Work closely with the HSEQ team.
13. Responsible for management of the HAVS system to ensure full compliance and effective reduction of HAVS.
14. Responsible for the briefing tracker for all operational notices and health & safety updates.
15. Responsible for the Designated Person tracker
16. Responsible for updating the heatmap
17. To contribute to the development of systems and procedures, and assurance activities as part of a whole team approach in meeting performance targets
18. Ensuring that close calls and safety conversations are raised by operational staff, reminding appropriate managers to investigate and close out open close calls.
19. Arrange dust monitoring for both maintenance and operational activities of the Rail Grinders.
Person Specification Essential
20. NEBOSH General Certificate
21. Experienced in OHS management including understanding of legislation, issues, policies, procedures and practicalities within the infrastructure or construction industry.
22. Competent in assessment techniques such as fatigue, health & capability assessments.
23. Experienced in Behavioural based safety, health & wellbeing techniques.
24. Competent in development and delivering training and workshops for all levels of staff.
25. Highly proficient in use of Office applications: Excel, Word, and PowerPoint
26. Good collaborative and interpersonal working skills, good communication at all levels.
27. Sentinel qualification
Desirable
28. Experience of the industry, in particular Light Rail, Railway, or multi-disciplinary delivery.
29. Strong experience of working in a customer led environment
