Purpose of Role:
The External Affairs Manager, Marine Policy, will lead on engagement with key stakeholders to ensure that The Crown Estate's policy positions align with industry best practices, regulatory frameworks, and government strategies.
Main accountabilities:
Policy Development and Analysis:
* Develop and implement external affairs strategies relating to marine policy.
* Gather insight and understanding of political and policy landscape to shape
business strategy and decisions, identifying risks and opportunities
* Monitor and analyse emerging government policies, legislation, and regulatory
changes at national and international levels, which will have an impact on
marine business.
* Monitor, assess, and influence policy developments impacting The Crown
Estate's marine portfolio.
* Support Marine to develop clear, evidence-based policy positions that support
The Crown Estate's marine priorities.
* Draft policy briefings, reports, and consultation responses to influence UK
marine and energy policy.
* Respond to policy-based inquiries on marine business
Stakeholder Engagement Strategy:
* Build and maintain relationships with key stakeholders, including government
departments, regulatory bodies, NGOs, and industry representatives.
* Represent The Crown Estate at stakeholder meetings, consultations, and
workshops to advocate for its policy positions.
* Support the organisation's engagement with devolved administrations on
marine-related issues.
* Use effective political monitoring to identify opportunities for engagement
based on key issues and business objectives
* Use expert understanding of government institutions to ensure our Marine
strategy and narrative is understood and supported by government where
appropriate.
* Effectively delivering stakeholder management by fostering strong
relationships, ensuring clear communication, and aligning stakeholder
expectations with project goals
Strategic Support:
* Work closely with the Public Affairs and Policy Director, Marine, to shape and
implement the marine policy strategy.
* Provide insights and recommendations to senior leaders in Corporate Affairs
and MLT on key policy developments affecting marine activities.
* Collaborate with internal teams to align policy work with organisational goals.
* Provide political insights and wider thought leadership and guidance to the
Corporate Affairs and Marine leadership team on how to influence policy
development and implementation of government policy.
Advocacy and Communication:
* Prepare briefings, speeches, and presentations to support external advocacy
and engagement with senior government officials.
* Ensure policy communications are accessible, clear, and impactful.
Active participation in the Corporate Affairs Function
* Plays an active role in the External Affairs & Policy Team, positively influencing
the ongoing strategy and developing a strong team culture, with The Crown
Estate wide collaboration at its heart
* Champions the use of digital platforms and channels, working closely with the
Digital Team to create effective and efficient channels to reach key audiences
Most important skills based requirements:
* Proven experience in public affairs and policy within the marine or energy sector
* Strong understanding of UK marine or energy policy and regulation.
* Ability to interpret complex policy and regulatory issues and translate them into
actionable strategies
* Experience of engaging with key policy makers across national and local government,
including in Devolved Administrations.
* Ability to communicate and influence providing strategic advice to senior leaders
* Ability to prepare presentations, briefings and impactful materials translating complex
information in a compelling and credible way to political audiences, senior leaders and
the board.
