Head of Health, Care & Neighbourhood Coordination

About the Role
This senior leadership role operates at the heart of Surrey’s integrated health and care system. Working closely with the **Executive Director of Adults, Wellbeing & Health Partnerships**, the **Directorate Leadership Team**, the **VCSE Alliance**, and the **ICB Chief Executive and Executive Board**, you will drive forward a new, ambitious **Community & Neighbourhood Model** focused on prevention, early intervention, and improved outcomes for residents.
Reporting to the **Director of Transformation, Assurance & Integration**, you will work with a high degree of autonomy in a complex, fast‑paced environment—demonstrating resilience, strategic insight, and the ability to manage competing priorities with confidence.
Key Responsibilities
- Lead, coordinate and support service planning to ensure high‑quality, value‑for‑money delivery aligned with statutory requirements and agreed service standards.
- Develop and recommend policy and practice improvements, working collaboratively with partners and stakeholders to embed continuous improvement.
- Provide professional leadership across teams, strengthening capability, performance, and accountability.
- Act as a subject‑matter expert, offering timely, accurate and customer‑focused advice to managers to support compliance and good practice.
- Maintain effective budgetary control and ensure legal, regulatory and policy compliance across your area of responsibility.
- Lead major programmes, reviews and cross‑system initiatives, representing the service internally and externally to enhance reputation and delivery.
- Champion and embed transformational change, promoting new ways of working that deliver sustainable improvements and efficiencies.
- Work collaboratively across the Council, ICB, VCSE and wider partners to manage issues, drive integration and support system‑wide improvements.
- Participate in the on‑call rota to maintain key service delivery and respond to serious incidents when required.
Strategic System Leadership
You will play a pivotal role in delivering Surrey’s integrated ambitions by:
1. Coordinating and supporting delivery of the new **SCC/ICB/VCSE Community & Neighbourhood Model and Strategy**, ensuring shared objectives and delivery plans are in place.
2. Ensuring strong partnership working with statutory, voluntary and third‑sector organisations, professionals, carers, families and communities.
3. Aligning activity with political, strategic and financial priorities across both the Council and the ICB, ensuring decision‑makers are effectively engaged.
4. Supporting delivery of outcomes from the **2025/26 Better Care Fund (BCF) Review**.
5. Supporting the successful **disaggregation of the BCF** into East and West Surrey unitary authorities and the new ICB footprint.
6. Coordinating and supporting delivery of outcomes from the **Continuing Health Care (CHC) Working Group**.
