Programme Manager - Cyber, Digital & Technology (12 Month FTC)

My client is seeking a dynamic and visionary Programme Manager to drive digital transformation across local government. This is a high-profile role within their Cyber, Digital and Technology Team, offering the chance to shape how councils embrace digital government and navigate sector changes.
The successful candidate will spearhead the Sector-Led Consultancy Programme, collaborating directly with councils to understand their challenges, commission expert support, and ensure impactful project delivery. They will also contribute to the broader cyber and digital technology programme, working with a diverse network of stakeholders.
My client needs a proactive leader with a strong grasp of the government landscape, digital and cyber challenges, and the ability to manage complex projects in a political environment.
This role offers flexible working arrangements, including a home-based option (£73,684) and an office-based option (£77,868). Please note that travel and participation in an on-call rota for strategic cyber support (approximately one-third of the time) are required.
Key responsibilities include:
* Leading the development and delivery of the Sector-Led Consultancy Programme.
* Managing a portfolio of consultancy projects to time, budget, and quality standards.
* Working directly with councils to diagnose needs and scope assignments.
* Commissioning and managing consultants and other external support.
* Building relationships with council officers and members to support sector-led improvement.
The ideal candidate will be proactive, politically astute, an excellent communicator, and a strong team player with proven programme management experience and a thorough understanding of local and central government.
