Business Administration Apprentice - Parking Services

You’ll gain hands‑on experience in administration, customer communication, data management and service improvement. This is an excellent opportunity to develop your skills by working alongside experienced officers who help keep Worcester’s parking and enforcement operations efficient, fair and responsive to residents and visitors.

Wage: £14,526.20 for your first year, then could increase depending on your age

National Minimum Wage rate for apprentices

Training course: Business Administrator (Level 3)

Hours: Monday – Friday 8am‑4pm. 37 hours a week.

Start date: Monday 1 December 2025

Duration: 1 year 4 months


What you’ll do at work

You’ll play a pivotal role in supporting the delivery of one of the city’s most high‑profile front‑line services. This apprenticeship provides an excellent opportunity to gain hands‑on experience in a busy local government environment, developing advanced administrative, organisational and communication skills.

You will work alongside experienced officers and supervisors, supporting the effective management of parking and enforcement operations, alongside customer services. Every week will combine structured learning, practical office‑based work and exposure to real‑world service delivery.

Key responsibilities include:

* Providing comprehensive administrative support across parking and enforcement services, including accessing and analysing digital parking systems such as RingGo (cashless parking) and Chipside (parking enforcement management systems), preparing correspondence, and maintaining accurate records in line with policies.
* Assisting the coordination of parking permits, penalty charge notices enquiries, and financial reconciliations, ensuring information is recorded and processed efficiently and in compliance with data protection requirements.
* Supporting customer and stakeholder communication, including responding to public enquiries, liaising with internal departments and drafting professional responses under supervision.
* Contributing to reporting and performance monitoring, analysing operational data, assisting with monthly key performance indicators and identifying opportunities for service improvements.
* Developing a sound understanding of local government processes, governance and customer excellence, while working within the council's values and policies.

You’ll receive structured on‑the‑job training, dedicated mentoring and support. Your experience gained will provide a strong foundation for progression within business administration, customer service and wider local government roles.

Training

Apprenticeships include time away from working for specialist training. You’ll study to gain professional knowledge and skills.

Training provider: HEREFORDSHIRE AND WORCESTERSHIRE GROUP TRAINING ASSOCIATION LIMITED

* Skilled in the use of multiple IT packages and systems relevant to the organisation in order to: write letters or emails, create proposals, perform financial processes, record and analyse data. Examples include MS Office or equivalent packages. Able to choose the most appropriate IT solution to suit the business problem. Able to update and review databases, record information and produce data analysis where required.
* Produces accurate records and documents including: emails, letters, files, payments, reports and proposals. Makes recommendations for improvements and present solutions to management. Drafts correspondence, writes reports and able to review others' work. Maintains records and files, handles confidential information in compliance with the organisation's procedures. Coaches others in the processes required to complete these tasks.
* Exercises proactivity and good judgement. Makes effective decisions based on sound reasoning and is able to deal with challenges in a mature way. Seeks advice of more experienced team members when appropriate.
* Builds and maintains positive relationships within their own team and across the organisation. Demonstrates ability to influence and challenge appropriately. Becomes a role model to peers and team members, developing coaching skills as they gain area knowledge.
* Demonstrates good communication skills, whether face‑to‑face, on the telephone, in writing or on digital platforms. Uses the most appropriate channels to communicate effectively. Demonstrates agility and confidence in communications, carrying authority appropriately. Understands and applies social media solutions appropriately. Answers questions from inside and outside of the organisation, representing the organisation or department.
* Completes tasks to a high standard. Demonstrates the necessary level of expertise required to complete tasks and applies themselves to continuously improve their work. Is able to review processes autonomously and make suggestions for improvements. Shares administrative best‑practice across the organisation e.g. coaches others to perform tasks correctly. Applies problem‑solving skills to resolve challenging or complex complaints and is a key point of contact for addressing issues.
* Takes responsibility for initiating and completing tasks, manages priorities and time in order to successfully meet deadlines. Positively manages the expectations of colleagues at all levels and sets a positive example for others in the workplace. Makes suggestions for improvements to working practice, showing understanding of implications beyond the immediate environment (e.g. impact on clients, suppliers, other parts of the organisation). Manages resources e.g. equipment or facilities. Organises meetings and events, takes minutes during meetings and creates action logs as appropriate. Takes responsibility for logistics e.g. travel and accommodation.
* Uses relevant project management principles and tools to scope, plan, monitor and report. Plans required resources to successfully deliver projects. Undertakes and leads projects as and when required.

Formal training is delivered at HWGTA, located in Worcester (WR4 9GN).

You will receive a training plan that is specific to your qualification, with sessions that are delivered through a combination of face‑to‑face and remote.

Additional training for functional skills in English and maths will be undertaken if needed.

You will receive monthly visits from your assigned Learning and Development Specialist, who will set your work, monitor your development and wellbeing, and discuss training sessions. They will also prepare you for your End Point Assessment to gain your Business Administration qualification.

There is also a five‑day teambuilding residential trip that is held in the spring of each year offered to all apprentices on programme.


Requirements

GCSE in: maths (grade A*-C/ 4-9) and ITC or Business Studies (grade A*-C/ 4-9)

Share if you have other relevant qualifications and industry experience. The apprenticeship can be adjusted to reflect what you already know.
