Strategic Design and Transition Programme – Strategy Policy Lead – 32167

We are seeking an experienced Strategy and Policy Specialist to lead the Strategic Design and Transition Programme, analysing the Independent Water Commission (IWC) report and developing a forward‑looking design for the EA.
Role Overview
As the Strategy Policy Lead you will lead evidence‑based advice, engage with government and regulators, shape future policy, and support the EA’s environmental objectives.
Key Responsibilities
* Provide balanced, evidence‑based advice to support future thinking around the IWC report, especially the recommendation to create a single water regulator.
* Engage with government colleagues, EA stakeholders and other regulators to build consensus and advance EA views.
* Seek and develop improvement opportunities for water regulation ahead of legislative change.
* Coordinate EA input to government departments shaping future policy.
* Navigate a fast‑moving environment, embracing constructive challenge and diverse perspectives.
* Support additional projects and workstreams within the programme as required.
* Foster a high‑performing, agile, resilient team culture under conditions of high demand and ambiguity.
Required Experience and Skills
* In‑depth knowledge of environmental management or the water sector, including its regulation and the EA’s role.
* Central government policy development experience, working with specialists such as economists and scientists.
* Strategic thinking and decision‑making capabilities.
* Excellent communication, influencing and engagement skills, with the ability to translate complex issues into clear, actionable advice.
* Demonstrated success in cross‑boundary collaboration and influencing at senior levels.
Employment Details
National role with flexible base location; up to 12‑month contract. Some travel will be required, including possible overnight stays.
