We are working closely alongside a Local Authority in Swindon to assist with the appointment of a Head of HR Operations, on a 5-month contract, highly likely to be extended at the client's discretion.
Rate of Pay: £45.04 - £60.76 per hour
Summary
The Interim Head of HR Operations will provide immediate stability and leadership to the HR Operations function. This role will be responsible for strengthening service delivery, establishing performance standards and KPIs, implementing recommendations from recent audits and transformation reviews, and embedding a culture of continuous improvement.
The successful candidate will drive operational excellence, enhance HR data integrity and reporting, champion the use of digital tools (including AI), and restore stakeholder confidence in HR Operations as a reliable, professional, and customer-focused service.
Responsibilities
* Provide visible, inclusive, and supportive leadership to the HR Operations team, including the HR Team Leader and Assistant HR Business Partners.
* Develop capability, accountability, and ownership across the team to ensure consistent service quality.
* Rapidly establish and implement clear KPIs and Service Level Agreements (SLAs) for HR Operations.
* Partner with the HR Data & Insights team to develop robust reporting mechanisms for demand management, team capacity, and performance tracking.
* Lead a stakeholder engagement and reassurance programme to rebuild trust and confidence in HR Operations.
Requirements
* Proven leadership experience in HR Operations or Shared Services within a local authority or complex public sector organisation.
* Demonstrable success in leading HR teams to improve performance and service standards.
* Experience designing and implementing SLAs, KPIs, and process improvements within HR Operations.
* Strong understanding of HR systems, data management, and analytics for performance reporting.
* Experience managing transformation initiatives, ideally within a unionised environment.
* Strong stakeholder management and communication skills, with the ability to engage, influence, and reassure at all levels.
* Knowledge of HR audit, compliance, and governance requirements within the public sector.
