Job Responsibilities
Oversee the entire delivery of the Electrical Installation Condition Report (EICR) testing program and related repairs for Swindon Borough Council's housing.
Plan and distribute work, manage contractor performance, and engage with stakeholders and tenants.
Ensure timely inspections, fast remedial actions, and clear tenant communications.
Provide assurance to senior leaders and promote a safety-first culture.
Manage program plans, schedules, and milestones.
Coordinate activities across various teams and contractors to meet time, cost, and quality standards.
Prioritize risks and recovery plans for hard-to-access properties.
Chair progress meetings and program boards, discussing progress, risks, and decisions.
Handle procurement planning, tendering, and contract awards.
Manage contractors through performance metrics and improvement plans.
Oversee financial management, including budgeting and spending.
Maintain governance, audit trails, and documentation standards.
Ensure accurate records of inspections, remedial actions, and tenant communications.
Lead stakeholder communications and ensure tenant-focused messaging.
Promote a safety culture and incorporate customer feedback for improvements.
Maintain program data integrity and security.
Produce reports for management and stakeholders.
Drive continuous improvement through evidence and analysis.
Maintain a risk register and recovery plans for overdue cycles and no-access properties.
Coordinate recovery efforts and align with safeguarding protocols.
Escalate critical risks with options and recommended actions.
Person Specifications
Must Have
Experience in program management, especially in housing or compliance programs.
Strong contract management and supplier performance oversight skills.
Excellent stakeholder management and tenant communication skills.
Confident in governance, assurance, and reporting.
Data and IT system literacy.
Leadership skills that promote collaboration and safety.
Training or experience in public sector procurement and contract management.
Nice to Have
Recognized project/program management qualification like PRINCE2 or APM PMQ.
Electrical qualification or knowledge of electrical compliance in social housing.
