Job Summary
The Pest Control Officer (PCO) is an essential element to support RN/MoD operations, exercises and local base locations with the provision of pest control services. The PCO is part of the HMNB Clyde Environmental Health Team. This team is facilitated by RN Healthcare at NCHQ, Portsmouth. The team delivers their services in support of HMNB Clyde and its activities. The PCO will undertake their duties in accordance with the role terms of reference and as directed by their line manager (currently OF2 Naval Environmental Health Officer (NEHO)).
HMNB Clyde is an operational Naval Base and maintenance facility for RN vessels. It includes the provision of offices, community spaces, workshops, stores, retail, leisure and accommodation for RN, UK Commando Forces and other MoD personal. HMNB Clyde’s primary purpose is to deliver support to submarines and ships of the RN surface and sub-surface Flotillas and to their crews, together with visiting RN and foreign vessels. It is home to the core of the Submarine Service, including the nation’s nuclear deterrent, and the new generation of hunter-killer submarines. UK Commando Forces of 43Cdo are co-located at HMNB Clyde and RNAD Coulport to provide security for the installations and their activities. The PCO and NEHO are responsible to ensure base activity is not disrupted due to pest control issues and where issues arise, treatment options are applied to restore normal business operations.
This position is advertised at 37 hours per week.
Job Description
* The PCO is responsible for delivering their function in accordance with the role’s Terms of Reference.
* The PCO is responsible for proactive and reactive pest control services and advice to any RN/RFA ships and UKCF in HMNB Clyde, RNAD Coulport & the Rhu Offsite Centre. This will require driving the pest control van and when required production of pest control written reports.
* The PCO is responsible in an advisory capacity for pest control solutions and in an assurance role at HMS Calopi, HMS Caladonia, RM Condor & HMS Gannet. This will require driving the pest control van and when required production of pest control written reports.
* The PCO will provide pest control services and support to buildings and infrastructure within their geographical areas of responsibility for UKCF & RN ships and submarines (and other Navies as directed by NEHO) with emphasis on eradication of stored product pests in food stores which could give rise to public health issues.
* The PCO will be responsible for the removal of pests ranging from stored product pests through to vermin using industry approved methods. Control measures for birds, cats, dogs and other animals will also be required – this includes trapping techniques, bait application and use of weapons. It will also include the application of techniques related the physical humane dispatch and destruction of animals.
* The PCO will need to use the IT system to monitor and manage pest control requests and communications with all key stakeholders including customers, chains of command and other relevant parties as well as the PCO mobile phone. The PCO will work closely with the NEHO to manage the pest control workload. This will require proactive and reactive flexibility.
* The PCO will manage their pest control consumables and stores and will liaise with the NEHO for reordering and stock accounting & assurance. IT and use of Microsoft O-365 is essential to ensure accounting and assurance, communication and the creation of the PCO annual report for the NEHO.
* The PCO will support the local chains of command within their geographical areas of responsibility for UKCF & RN ships and submarines as the subject matter expert with pest queries, pest proofing and pest treatment options for buildings, infrastructure and ships to ensure Operational and legal requirements are understood, achieved and met.
* The PCO will conduct pest control assurance visits within their geographical areas of responsibility to assist the base locations to identify pest related issues, to reduce pest related risks, to inform future maintenance needs. PCO will produce assurance reports following established template to the NEHO.
* The PCO will liaise with military and civilian agencies to obtain information to meet legal requirements of any wildlife licence to which they undertake their duties. This will include assisting with the application of the annual bird control licence from the Scottish Government
* The PCO will need to be trained to the UK/National recognised pest control standards and maintain this standard with annual continuous professional development.
* To operate safely, the role requires Health and safety training before working at height, using ladders, weapon systems and lone working. This will involve risk assessing and escalating concerns.

Person specification
Experience: Whilst full training is available, the successful candidate would ideally have worked as and have experience of pest control, dispatching animals humanely, working with pesticides and trapping techniques.
The successful candidate should possess drive, strong inter-personal and collaboration skills, the ability to build positive and productive relationships and be willing to embrace change and a culture of continuous improvement. Stakeholder engagement is an important element of the role and therefore good communication skills are essential with the ability to build and maintain strong working relationships.
Essential Requirements:
* Medically and physically fit & capable to undertake the requirements of the role. This will include climbing ladders and stairs, ascending cranes, working outside in all weathers, working at heights, confined spaces and lone working.
* Hold a full UK Driving Licence
* Have in date security clearance to enable access to secure locations and assets.
Desirable Requirements:
* Have a British Pest Control Association OR Royal Society for Public Health Level 2 Certificate in Pest Control or its predecessors (BPC Diploma Part 1 - previously BPC Diploma and RSPH Certificate in Pest Control). (training can be provided to achieve if required)
* Hold affiliate Membership British Pest Control Association and BASIS PROMPT (Initial application can be made to achieve and funded annually by RN Healthcare)
* Hold the free affiliate Membership of British Pest Control Association. (Application can be made to achieve)
* Awareness of the safe use of ladders and working in limited access spaces and knowledge of the legal requirements set out in The Health and Safety at Work Act 1974, The Work at Height Regulations 2005 and the Confined Space Regulations 1997. (training can be provided to achieve)
* Are cited and identified on the Professional Pest Controllers Register (BPCA) if a Full Member.
* Hold a UK Rural Skills certificate in the Safe and Effective Use of Firearms for Pest Management. Safe and Effective Use of Firearms must be renewed every 5 years. (Application can be made to achieve, costs of renewal will be met by RN Healthcare).
* Have 2/3 Years Experience working as a pest controller.
* Be a BPCA Accredited Technician in Pest Control – ATPC
Technical:
* Competent in using MS Office tools including Microsoft Excel, Outlook, PowerPoint, Word, Skype, SharePoint and Teams to manage workloads and provide effective communication and written reports.
* Must be able to use all of the pest control tools and measures available to maintain Operational and base outputs.
Licences
Hold a full UK Driving Licence- Licence required as the job would include regular travel to various locations within HMNB Clyde, along with travel to satellite bases in the area. Van required by candidate to hold pest control equipment and materials to conduct daily tasks. Alternate public transport would not suffice reactive nature of the job.
