Director of Performance and Outcome Delivery

This role is currently open only to NHS employees in Cornwall or the Isles of Scilly. Eligible organisations include:

The postholder will lead and oversee the transformation of Neighbourhood Health & Care services across Cornwall and the Isles of Scilly. Operating at a senior level, you will share accountability for delivering the region’s 10-Year Plan and Darzi Review, ensuring pace, intent, and measurable impact.

As performance and delivery lead for the National Neighbourhood Health Implementation Programme (NNHIP), you will work closely with Place Directors, the Associate Medical Director, and the Interim Programme & Commissioning Director to achieve programme aims and provide assurance to the Trust and ICB.

We seek a confident, data-driven leader who can challenge the status quo and navigate complex organisations. You will drive three strategic shifts: Hospital to Community, Analogue to Digital, and Sickness to Prevention--improving outcomes, reducing inequalities, and ensuring productivity and value for money.

Accountable to the Chief Executive/Deputy Chief Executive, this is a key opportunity for an aspiring or experienced Chief Operating Officer passionate about reform, excellence, and values-driven leadership.


Main duties of the job

* Lead strategic planning and delivery of Neighbourhood Health & Care services across CIOS.
* Drive implementation of the 10 Year Plan and Darzi Review with pace and intent.
* Collaborate with Place Directors, AMD, and IPCD to deliver the three strategic shifts:
o Hospital to Community
o Analogue to Digital
o Sickness to Prevention
* Chair the Provider Performance & Delivery Committee (PPDC) and manage escalations.
* Ensure robust programme and project management for service transformation.
* Provide independent assurance to the Trust Board and strategic commissioners.
* Oversee development of quality, performance, and financial reporting infrastructure.
* Lead co-design and implementation of performance metrics and clinical outcomes.
* Promote a culture of excellence, safety, and values-based teamwork.

Experience

* Substantial experience of working at senior leadership level (likely to be at board, or deputy/senior leadership team with organisational wide responsibilities and / or senior leadership role with system wide responsibilities) in health care or local government or other relevant / transferable sector experience in commissioning, operations, performance delivery, and NHS business planning processes
* Substantial experience of working in complex systems with multiple partners and stakeholders
* Experience of leading highly complex and contentious quality improvement or service improvement or workforce change or financial value at significant scale
* Substantial experience of holding high value provider/commissioning budgets and contracts
* Experience of achieving results through others, convening multiple and diverse stakeholders in support of common goals.
* Experienced commissioner, securing results through relationships and outcomes
