The Deputy Director, Digital Strategy and Portfolio provides strategic leadership and operational oversight across Ofgems portfolio of digital projects and programmes in addition to leadership of directorate secretariat and governance. This role requires the vision needed to refresh and reimagine the Ofgem Digital Strategy with the delivery rigour to ensure that the strategic outcomes are translated into deliverable initiatives aligned with Ofgems priorities. The role encompasses leadership of demand management, portfolio prioritisation and management, business planning, business analysis, digital delivery and digital change management, with oversight of the end-to-end delivery of a significant and constantly changing portfolio of change initiatives. The Deputy Director champions digital innovation, data-driven decision-making, and good practice across the portfolio, while building capability and fostering high-performing, inclusive portfolio management and delivery teams. Person specification Essential Criteria Proven ability to shape and articulate a coherent and cohesive Digital strategy and to drive from strategy to execution This will be at enterprise scale, covering the full range of enterprise services, including those typically associated with functions represented by a CIO, CTO, CDO and CISO (LEAD). Proven, extensive, track record in shaping and leading large-scale digital change activity within complex environments and organisations, driving and landing change across a range of priorities, through clear and impactful strategies, effective planning and influential engagement (LEAD) Strong ability to communicate and collaborate impactfully and authoritatively with a wide range of stakeholders, up to and including C-Suite and Board. You will have several substantial examples where this engagement has been required. Proven ability to focus on outcomes, developing meaningful critical success factors and using well-designed metrics to evaluate progress and performance. Strong track record in using data and insight to drive continuous improvement, adapting where necessary, innovating, and problem-solving. Experience in leading and managing multiple teams, working through others including across organisational boundaries, and supporting and coaching individuals to develop and grow in their roles. Sound and extensive experience in all aspects of Portfolio, Programme and Project Management, coupled with the experience of digital business change (introducing new digital services and offerings to a business to drive positive change). A formal qualification (e.g. APM, MSP), or the ability to obtaining by virtue of experience, within 6mths.
