About Our Client

Join the NHS Business Services Authority (NHSBSA) in a defining new leadership position, to provide strategic direction and oversight of a large and complex change portfolio as Portfolio Management Office (PMO) Director.Locations: Any NHSBSA office (Newcastle, Blackpool, Bolton, Eastbourne) with regular travel to Newcastle.The NHSBSA is an Arm's Length Body of the Department of Health and Social Care (DHSC), responsible for providing platforms and delivering services that support the priorities of the NHS, Government and local health economies.Their purpose is to deliver business service excellence to the NHS to help people live longer, healthier lives. Job Description

Key Responsibilities:

3. Providing strategic leadership within a Directorate of delivery and change professionals committed to delivering change across the organisation, supporting the Chief Portfolio Officer in the implementation of the Directorate's vision, purpose, and strategic direction as required.
4. Identifying, developing and contributing to a network of key strategic alliances, both internally and externally across government and other relevant bodies to ensure the sharing, development and implementation of best practice, presenting pertinent information into wider organisational governance as required.
5. Ensuring the portfolio is delivering best practice; value for money; identified benefits and wider system efficiencies through effective alignment with the Government Efficiency Framework and Government Functional Standards, working collaboratively with peers and colleagues across the wider organisation.
6. Oversee appropriate levels of assurance of the portfolio, both at business case decision points and throughout the project lifecycle, ensuring recommendations are documented and actioned in line with best practice and Government Major Project Portfolio (GMPP) requirements.
7. Lead senior stakeholders/peers in regularly reviewing the continuing relevance of projects based on a clear understanding of return on investment, value and impact, risk and contribution to strategic objectives.
8. Embed the effective use of data at all levels, ensuring evidence-based decision making to support effective management and delivery of the change portfolio. You'll use analytics and storytelling to influence strategy, deliver service improvements and engage others in portfolio management. You'll ensure a focus on measurable impact, holding yourself and others accountable for performance and delivery.
9. Implement a culture of service excellence within the directorate, working to set and embed the standards and behaviours needed to bring about lasting improvements in service delivery that deliver client and user satisfaction.
10. Support large-scale change and transformation programmes with vision, adaptability and strategic foresight. You will foster a culture of curiosity, challenge and continuous improvement to drive sustainable innovation, building and leveraging influential relationships, managing complex stakeholder landscapes with political acumen.
11. Develop and maintain strong and productive relationships with external strategic partners, including the Department of Health and Social Care, other government departments and ALBs, and other relevant partners, including the National Infrastructure and Service Transformation Authority (NISTA).
12. Draw from experience, expertise and networks across industries, to ensure that the organisation benefits from relevant innovations, and remains fit for the future aligned to moving technology and best practice and keep this at the forefront of all strategic plans, ensuring our continued maturity and progress in achieving compliance with the Government Functional Standard for Project Delivery (Strategic goal).

The Successful Applicant

The NHSBSA are looking for a forward thinking, professionally and technically minded, collaborative individual to optimise the performance of our portfolio management function, providing clarity and oversight of our change portfolio, whilst defining and delivering against our Directorate strategy and plan.Leading a diverse team, you will lead, inspire and develop colleagues with a wide range of skills and capabilities, maintaining world-class levels of engagement, to meet the ongoing demands of the portfolio and wider organisation.As a Senior Leader and a member of the Leadership Team, reporting into the Chief Portfolio Officer, you'll define and drive a compelling vision, aligning diverse teams and stakeholders to deliver organisational impact.The essential criteria for the role are listed below. 13. Extensive professional knowledge of maturing PMO functions within public and/or private sector organisations. Experienced senior leader, who demonstrates enterprise-wide thinking to break down silos, foster collaboration and ensure accountability at all levels. Expert knowledge of PMO best practice, Business Case development and approval processes (5-case model and Government Functional standards, Government Major Project Portfolio assurance best practice.
14. An engaging leader and manager who inspires through providing meaningful direction, empowering their team to deliver and creating an environment for success.
15. Effective networker, with the ability to identify and develop effective relationships, enabling collaborative delivery of shared accountabilities, working with and through partners and peers.
16. Experienced people champion with the ability to readily identify and develop talent, promote and advocate for professional development where appropriate and manage personal and professional wellbeing through setting and maintaining direction, clear requirements and performance standards, building and maintaining a culture of diversity and inclusion and continuous learning and improvement.
17. Strategic leader, with the ability to lead and steer day-to-day operational delivery whilst horizon scanning and optimising future opportunities for the organisation, customers and taxpayers.
18. Excellent communicator with the ability to clearly articulate and present complex datasets with energy, professional insight, and gain immediate credibility to influence and inform decisions.
19. Ability to manage and support multiple conflicting pressures and priorities, ensuring continued focus on strategic development and important longer-term plans, as well as delivering current and urgent business.

Experience

20. Extensive experience in leading and/or managing change portfolios and being a catalyst and leader in a changing environment, harnessing the skills and capabilities of others to embrace transformation and the delivery of change.
21. Extensive experience in public sector governance requirements, including board and government approvals in respect of government major projects and programmes.
22. Significant experience in managing highly complex budgets (revenue and capital).
23. Significant experience in motivating, enabling and empowering teams to deliver under pressure and continued scrutiny.

Qualifications:

24. Managing Portfolios Practitioner or equivalent
25. P30 Practitioner or equivalent
26. Managing Successful Programmes Practitioner
27. Management of Risk Practitioner or equivalent

What's on Offer

Salary between £105,385 - £121,271, depending on experience.

28. 27 days per annum, rising to 29 days after five years' service and 33 days after ten years' service plus public holidays
