Adecco Public Sector is proud to be working with the London Borough of Camden, as they seek to recruit a critical Head of Service role to work within their Senior Leadership Team. A fantastic opportunity has arisen to join the London Borough of Camden as their Head of Capital Works.

About the Role

This role leads Capital Works delivery for the Council's Property Management Division. The division looks after the Council's housing stock and delivers capital works for a number of the schools in the borough. The Council has 33,000 homes and maintains 49 schools and children's centres.

The Council's housing capital programme is valued at £670m as part of the Housing Investment Strategy which was approved January 2025. Working closely with the property asset management team, the Capital Works team is responsible for the delivery of fabric, fire safety and mechanical and electrical capital works across the Council's homes and schools.

The Head of Capital Works is responsible for managing and developing a team of programme managers, project managers and technical officers. The post holder will work with the Heads of Service within the Property Management Division and with key stakeholders from across the Council, building a collaborative environment to develop better ways of working, our systems and our approach to stakeholder engagement. The post holder will need to build strong relationships with key stakeholders in a public facing environment, keep up to date with process and project best practice and advise on high level strategic direction.

The Capital Works team also plays a critical part in discharging our obligations under the Social Housing (Regulation) Act 2023 and the Building Safety Act 2022, by delivering work to tall buildings and making sure due processes are followed. The Council has a strong Building Safety function and the senior management team works collaboratively to ensure Regulatory Standards are met.

About You

You will have a strong track record in capital works delivery, preferably in a social housing setting. You will be experienced in working with supply chain partners at a senior level and managing both large contractors and specialist suppliers. Commercial awareness is required, as is the ability to work with consultant contract administrators to manage contracts effectively and ensure the Council secures the right outcomes in terms of time, quality and cost. Specific responsibilities include:

* Programme & Financial Management: Lead annual capital works budgets (£670m over 2025-2030), ensure robust forecasting, financial monitoring, reporting, and compliance with procurement rules and business case requirements.
* Project Delivery & Compliance: Oversee statutory approvals, Building Safety Act duties, health & safety (incl. CDM regs), and ensure projects meet sustainability, value-for-money, and asset management strategy objectives.
* Stakeholder & Resident Engagement: Manage strong relationships with residents, schools, tenants, leaseholders, and councillors, ensuring effective consultation and representation at forums and committees.
* Contracts, Design & Innovation: Work with internal/external design teams, contractors, and advisors to deliver high-quality, innovative, sustainable projects, including Retrofit at Scale and grant-funded energy initiatives.

In addition: You will need to be flexible and able to adapt to fluctuating demands and pressures, while providing a consistent service. You will be required to work at the office as required, as well as on-site and at home.

Work Environment

We want Camden Council to be a great place to work and to ensure that our citizens are represented in leadership roles and positions of power. We are committed to being an inclusive organisation that encourages diversity in thinking and background. We particularly welcome applications from Black, Asian and other ethnicities, LGBT+, disabled and neurodiverse communities to make a real difference to our residents and to keep equality at the heart of everything we do.

The post holder will work from Council buildings or from home in line with Council policies in an agile, flexible, and paperless environment, prioritising their own work within an empowered team culture.
