The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role & Key Responsibilities
From your first day with us you will be part of a policing family making a real difference. It is our mission to identify and protect vulnerable people, prevent and respond to harm and keep people safe. In this role you will work within the Economic Crime Unit and report to a Financial Investigations Manager. This role is based within Surrey Economic Crime Unit based at Woking; however some travel across the force will be required.
Key Responsibilities For The Role Will Include
* You will be responsible for developing Financial Intelligence Profiles to identify criminal offences, safeguarding opportunities relating to vulnerability, and assist in Critical Incidents and locating Missing or Wanted persons through financial enquiries
* You will identify opportunities for the recovery of criminal assets by means of confiscation, forfeiture and seizure of cash, or by referral to the Asset Recovery Agency.
* You will act as the force Single Point of Contact (SPOC) with the National Crime Agency (NCA) on behalf of Surrey and Sussex Police, in conjunction with the ECU Detective Inspector and Detective Sergeants for all SARs related matters.
* You will be accountable for the efficient management of our SARs process, maintaining clearly auditable records concerning the evaluation and disposal of all SARs.
* You will provide specialist skills and guidance to Contact Centre staff, CID Investigators and other Proactive Teams in the above areas.
* You will be the point of contact for specific partner agencies and responsible for dissemination of intelligence and information to and from those agencies.
* You will assess/sanitise fast track intelligence received from NCA to be sanitised for CADs to be created under Op Signature. Liaise with PCSOs and PCs on best course of action for each individual case and offer advice where appropriate. You will understand the role of financial intelligence in financial safeguarding and disseminate intelligence as appropriate to assist in safeguarding against financial harm.
* You will liaise and work with other police forces, professional bodies and outside agencies such as Trading Standards, National Crime Authority and Action Fraud/NFIB.
* You will assist officers who wish to make requests for information via the FIN-NET process, submit their request and act as a SPOC for any replies from Police Forces and other Law Enforcement Agencies.
* As directed from Supervisors or requests from other departments such as SOCU, MCT etc, develop financial profiles of selected subjects, obtaining, analysing and interpreting financial evidence and intelligence from all available sources.
* You will be expected to undertake Financial Intelligence Officer on-call duties as required covering both Surrey and Sussex.
At times you will undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.
Skills & Experience
* Good oral and written communication skills with the ability to produce clear, concise and accurate reports and maintain records for reference, and present them.
* You will be able to evidence a background in investigative or intelligence based work, and an understanding of prioritising workload based on Threat, Harm and Risk.
* Ability to assimilate and analyse large quantities of information.
* Excellent interpersonal skills, with the ability to establish and maintain continuing and satisfactory relationships based upon mutual confidence with staff at all levels of the organisation and with members of the public.
* Ability to advise others in matters of financial intelligence when required.
* Proficient in time management and be able to prioritise your own workload to meet tight, legislative deadlines.
* Ability to acquire a detailed knowledge of the rules surrounding the handling & dissemination of intelligence, and the principles of the Human Rights Act 1998.
* Proficient in the use of common software applications, willing to learn role-specific software packages and able to operate and interrogate computer systems used by Surrey and Sussex Police.
* You will be willing to undertake NCA accreditation as a Financial Intelligence Officer, if not already accredited by the NCA.
* You must have a current full driving license and be willing to travel across Surrey and Sussex and elsewhere in the country, if required.
* You must be willing and able to be flexible with working hours on occasion to suit operational requirements.
* You will be required to pass and maintain security level vetting clearance and must evidence the highest standards of honesty and integrity.
