Job Summary

Due to the promotion of the existing postholder, an exciting opportunity has arisen for the role of Director of Postgraduate Medical Education.

The successful candidate will join a dynamic postgraduate medical education team across both The Royal Wolverhampton NHS Trust and Walsall Healthcare NHS Trust.

This is a career defining opportunity to help shape and design the development of the next generation of doctors within the Black Country. The postholder will provide strong, ambitious leadership, strategic direction and vision for the assurance, management and delivery of postgraduate medical education across 2 LEPs.


Main Duties of the Job

The Director of Postgraduate Medical Education (DPME) provides leadership, strategic direction and vision for the assurance, management and delivery of postgraduate medical education across the two local education providers (LEPs) (The Royal Wolverhampton NHS Trust and Walsall Healthcare NHS Trust). They are responsible for the quality of the learning environment provided by LEPs for medical learners defined within their role. The DPME works with the Chief Medical Officers and the Director of Education and Training to develop effective medical workforce plans and to ensure the smooth running of the education centres in the LEPs.

The DPME oversees appropriate and transparent use of the educational tariff received by the LEPs for postgraduate medical and dental education, working with others to promote inter-professional education across all healthcare learner disciplines.

Responsibilities


Strategic and Corporate

Communicate effectively about matters relating to all aspects of postgraduate medical education with board members, directors, senior managers and clinical leaders across the LEPs and the wider healthcare community.

Develop and deliver a LEP framework and strategy for postgraduate medical education consistent with the LEPs plans and Health Education England (NHSE WTE) strategic needs.

Deliver strong and effective governance of postgraduate medical education across both LEPs.

Develop and maintain excellent external working relationships with key stakeholders including Health Education England, the GMC, Royal Colleges and Faculties, and Higher Education Institutions (HEIs) including Universities.

Use innovative approaches to continually improve the postgraduate medical education offering to all learners.

Oversee the running of the education centres, alongside the Deputy Directors of Postgraduate Medical Education and Postgraduate Medical Education Managers.

Embody the values of the LEPs.

Develop and champion the role of the SAS and Locally Employed Doctors to support career progression.

Develop and champion the development of Physician Associates within the organisation, working collaboratively with the Lead Physician Associate to achieve.


Quality Assurance

Assure the respective LEP board that postgraduate medical education is supporting a high‑quality training experience to all medical learners.

Assure the quality of the organisations learning environments to ensure issues are identified and managed (including suitable liaison with NHSE WTE Quality Management Team, Heads of School, and Training Programme Directors (TPDs)).

Lead and assure the effectiveness of the LEPs response and actions following internal quality reviews, external feedback/surveys and educational visits ensuring this is coordinated and timely and support the LEPs Deputy Directors of Postgraduate Medical Education in managing the quality assurance and educational governance processes.

Keep up to date with changes in medical education ensuring the LEPs and local Deputy Directors of Postgraduate Medical Education have awareness of, and respond to, these changes.

Identify best practice across the LEPs and deliver quality improvement and cost efficiencies.


Financial

Ensure effective and responsible use of all educational tariff the LEPs receive, following the Department of Health tariff guidance on its expenditure.


Staff Development

Lead a coherent, co‑ordinated and inclusive postgraduate medical education faculty covering all postgraduate medical learners.

Lead and support Deputy Directors of Postgraduate Medical Education, Foundation Programme Directors, SAS Tutor, LED Tutors, Specialty Tutors and Educational Supervisors, ensuring their role is maximised to support medical learners, deliver the medical education strategy and create an effective learning environment.

Assure there is a robust system in place for supporting postgraduate medical trainees requiring additional support.

Support multi‑professional education in the LEPs alongside the relevant educational leads.

Enhance learning together and opportunities for postgraduate medical trainees.

Undertake education appraisals for those in senior postgraduate medical leadership roles.


Personal Development

Assure own personal and professional development (including CPD).

Be an active member of Medical Education Leaders UK including attending MEDICAL EDUCATION LEADERS UK medical education leadership development courses, and raising concerns and proposals for improving education through the regional Medical Education Leaders Council representatives.

Remain up to date with modern concepts of healthcare educational leadership and innovations in medical education, undertaking training to meet any learning needs identified.

Support

Ensure all postgraduate medical learners have an effective organisational/trust and departmental induction before starting work, and a named and trained Educational and Clinical Supervisor.

Oversee the management of medical learners who are involved in serious incidents (SI), complaints, conduct and capability investigations to ensure there are appropriate support mechanisms in place and there is an effective reporting structure to inform the learners responsible officer as appropriate.

Assure there is a robust system in place for supporting postgraduate medical trainees requiring additional support and signposting them to local and regional support mechanisms.

Assure there is an effective mechanism in place for postgraduate medical learners to access study leave time and funds.

Support multi‑professional education in the LEP alongside the relevant educational leads.


Support for the Role

To undertake the role effectively the LEP must provide the postholder with a private office and appropriate IT hardware and software. There should be Postgraduate Medical Education Managers in place who are professionally responsible to the Deputy Directors of Postgraduate Medical Education.

The postholder will be supported with professional leave and expenses to cover the additional costs incurred in attending regional and national meetings whilst undertaking this role.
