Sheffield City Council’s Housing & Neighbourhoods Service plays a vital role in supporting communities across the city, managing around 38,000 council homes and delivering services that enable residents to live safely and sustainably.

We have an exciting opportunity for a Team Leader within the Tenancy Enforcement, Sustainment and Fraud Team—a key leadership role at the forefront of protecting our communities.

This role is critical in ensuring the Housing Service makes confident, timely and effective use of its full range of tools and legal powers to tackle anti-social behaviour and protect our housing stock. You will lead the continuous improvement of our approach, driving a culture of high-quality, evidence-led investigations that deliver meaningful outcomes for victims and ensure perpetrators are robustly challenged and held to account.

As a Team Leader, you will inspire and develop a team of skilled officers, setting clear expectations around professional curiosity, evidential standards and accountability. You will champion a strong investigative ethos, ensuring cases are built to a high standard and are capable of progressing confidently through legal routes. Your leadership will ensure that victims are supported, risks are managed, and enforcement action is proportionate, consistent and effective.

You will play a pivotal role in shaping an assertive and outcome-focused service—one that is visible, trusted, and uncompromising in addressing anti-social behaviour, criminality and tenancy breaches, and which directly contributes to safer, stronger neighbourhoods across Sheffield.


Location

This is primarily office based and will require travel to and work in different locations across Sheffield.


Key Responsibilities

* Lead the full-range use of tools and legal powers to tackle anti‑social behaviour and protect housing stock.
* Drive continuous improvement and a culture of evidence‑led investigations.
* Inspire and develop a team of officers, setting clear expectations and championing investigative standards.
* Ensure cases are built to high standards for progression through legal routes.
* Support victims, manage risks, and ensure enforcement action is proportionate, consistent and effective.
* Shape an assertive, outcome‑focused service that is visible, trusted and uncompromising in addressing anti‑social behaviour, criminality and tenancy breaches.

Employment Details

This is a permanent post and is full time. Full‑time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
