Responsibilities
* Lead and manage a team of 12 procurement and commercial professionals.
* Provide effective leadership on procurement and commercial matters.
* Support service area teams to achieve strategic commissioning objectives.
* Drive procurement effectiveness and ensure compliance with the Procurement Act 2023.
* Contribute to commissioning strategy development across the Council.
* Improve contract management practices and skills within the team.
* Oversee the implementation of a new Contract Module in the finance system.
* Support councillors in decision-making and navigate the political landscape.
* Identify and mitigate potential supply chain risks.
* Implement updated contract procedure rules and the Commissioning Framework.
Person Specification
Must-Have Requirements
* Experience in public sector procurement.
* Strong leadership and team management skills.
* Knowledge of procurement legislation, including the Procurement Act 2023.
* Experience in contract management and commissioning frameworks.
* Ability to support political stakeholders in decision-making.
* Strong understanding of supply chain risks.
Nice-to-Have Requirements
* Experience implementing procurement systems or contract modules.
* Familiarity with council commissioning strategies.
* Previous experience in driving procurement process improvements.
