Role Overview
Client is seeking an experienced Interim Commissioner to support Adult Social Care commissioning projects on a 6-month interim basis. The role is not portfolio-specific and will involve leading commissioning reviews, service redesign, and improvement initiatives across a range of Adult Social Care services.
The successful candidate will work in a matrix structure alongside a Strategic Commissioning Lead, delivering projects that improve service quality, efficiency, and outcomes for residents. The role requires strong experience in Adult Social Care commissioning, market engagement, and service transformation.
The Commissioner will contribute to strategic planning, service development, and collaborative commissioning with partners to ensure high-quality and sustainable care services.
Key Responsibilities
Lead and deliver Adult Social Care commissioning projects, including service reviews and redesign initiatives.
Support commissioning activity across multiple service areas such as:
Older People’s Services (Home Care, Home First, Reablement, Care Homes)
Disabilities services (Accommodation strategies, Day Services)
Carers services and support programmes.
Work collaboratively with the Strategic Commissioning Lead and wider commissioning team to deliver strategic priorities.
Analyse service performance, demand data, and market intelligence to inform service development and commissioning decisions.
Develop and implement commissioning strategies and action plans aligned with council priorities and statutory duties.
Engage with stakeholders including providers, health partners, voluntary sector organisations, and service users.
Identify service gaps and support the redesign or de-commissioning of services where required.
Contribute to integrated working between health and social care partners to improve outcomes and service delivery models.
Ensure commissioning activity is delivered within budget, governance frameworks, and agreed timelines.
Prepare high-quality reports, recommendations, and briefings for senior leadership and governance boards.
Key Skills & Experience
Proven experience in Adult Social Care commissioning within local government or public sector.
Experience leading service reviews, transformation programmes, and commissioning strategies.
Strong knowledge of UK Adult Social Care legislation, policy frameworks, and commissioning practices.
Ability to analyse complex data and translate insights into service improvement initiatives.
Experience engaging with providers, health partners, voluntary sector organisations, and community stakeholders.
Strong project management skills with the ability to deliver projects on time and within budget.
Excellent communication and report writing skills for senior stakeholders and governance boards.
Ability to work independently within a matrix management structure.
Qualifications
Degree in Health, Social Care, Public Administration, or related field (preferred).
Professional qualifications in Commissioning, Procurement, or Public Sector Management are desirable. xsngvjr
