Job description
The post holder will be responsible to the Programmes Manager for the operation and development of all administrative systems within the Programmes Section, including administrative procedures associated with the Section’s administrative spend and allocation of grant aid relating to secured Government funded economic development programmes, including the Labour Market Partnership Action Plan. The post holder will also undertake any other economic development related delegated duties determined by the Programmes Manager including participation in the interchange of duties and to cover for sickness, annual leave and staff vacancies. As a member of the Regeneration Team the post holder will be required: To assist the Regeneration team by providing project support to facilitate the delivery of the Council’s Economic Development Strategy. To assist the unit staff in the effective administration, co-ordination and delivery of projects. To assume additional duties as reasonably determined by the appropriate Officer and participate in interchange of duties to cover for sickness, annual leave and staff vacancies.
Responsibilities
* To process and verify all administrative expenditure incurred by Government & EU funded programmes in line with programme regulations to include expenditure related to the programmes being delivered.
* To implement procedures and financial control systems in accordance with the Programmes Operating Manuals of Government & EU funded programmes, and in accordance to the Council’s Accounting Manual and departmental monitoring systems.
* To assist the Programmes Manager by providing accurate and timely financial information on administrative and project spend. To further provide advice on related issues such as eligibility of expenditure and procurement.
* To ensure the collation and production of service and performance information, including information and reports for Council Committees and the Labour Market Partnership using appropriate data and statistics.
* To liaise with other Council departments, internal and external auditors, external agencies, Government & Funding Managing Agents to include the relevant government departments to ensure accountability.
* To provide administrative support in the reporting of appropriate performance indicators including the Labour Market Partnership Action Plan. To undertake research to inform the development of projects and programmes of work.
* To provide administrative support in the marketing and promotion of both National & EU funded economic development programmes to include the Labour Market Partnership.
* To provide oral and written reports regarding project applications at various forums, to include assessment panel meetings. To attend and report at external groups, agencies, and networks regarding the delivery of Government funded programmes.
* To provide detailed explanation regarding the terms and conditions of grant award with successful applicants under each relevant programme and to agree the contractual obligations of each letter of offer. To generate electronic and paper copies.
* To liaise with successful applicants in receipt of funding from each relevant programme to verify and vouch related grant expenditure and with internal and external auditors to ensure accountability and transparency of expenditure.
* To undertake monitoring and evaluation requirements of all relevant programmes and regularly update and maintain monitoring data of the same via paper and electronic record systems.
* To plan and manage the delivery of events such as workshops, information sessions and events.
* Ensure compliance with Council policies and procedures and operate within the highest standards of management and personal behaviour, which reflect the core values and behaviours of the organisation.

Skills and Qualifications
Essential Skills

* Qualifications & Experience It is essential that applicants have a minimum of:
* Qualifications: A third level qualification (for example, an HNC, HND, NVQ Level 4, Degree) or equivalent
* Experience: A minimum of two years’ employment experience in each of the following areas: Providing administrative support in the delivery of local economic development programmes involving Government or EU funding.
* Completing claims reconciliation for programme and administration spend in excess of £200,000 per annum and project grant spend in excess of £245,000.
* Assisting officials from Government & EU Funding Managing Agents to undertake prescribed audits of expenditure and good governance.
* Undertaking research to inform the development of projects and programmes of work.
* Planning and managing the delivery of events such as workshops and information sessions.
* Operation of Management Information Systems & provision of Management Information.
* Working in partnership with other agencies and organisations.
* Where applicants do not hold the qualifications as outlined in 1.1 above, they must demonstrate a minimum of SIX years’ experience as outlined in 1.2 above.
* IIt is essential that applicants hold a full (i.e. not provisional) and current UK driving licence and access to a car or have access to a means of transport which would enable the applicant to carry out the duties of the post.
