Overview

The MOD provides an excellent opportunity to develop skills through personal development and offers flexible working, excellent annual leave and a very competitive pension scheme. The role is based at Devonport Naval Base, the largest naval base in Europe, focused on maintenance to the UK's submarine fleet and support for ships and personnel. The position is advertised at 37 hours per week with flexible working by agreement, but the majority of time is expected to be on site (Civil Service expectation is 60% presence in the office per week).

Responsibilities

* Implement Change: Help manage the Design Change and Concession process for critical nuclear safety assets.
* Decision-Making: Contribute to committees such as the Nuclear Engineering Safety Committee, Design Authority Committee and Job Plan Review Board; act as technical secretary where required.
* Problem Solving: Investigate the impact of findings from Examination, Inspection, Maintenance, and Testing activities.
* Documentation: Assist in creating and maintaining essential Design Authority documents.
* Operational Support: Provide vital support to the Governance Manager, including management of designated tasks.
* Collaboration: Liaise directly with MoD, contractors and other Naval Base departments.


Qualifications and Requirements

* Essential: HNC or equivalent in Engineering.
* Desirable: Membership of an Engineering Institution.
* Learning and Development: Post-joining training including Nuclear Warship Support Course (NWSC), Nuclear Safety Case Methodologies Course (NSCMC), Local Emergency Procedures Course (LEPC), Auditor training, Project Management training (e.g. APMP), and working towards EngTech level or equivalent.
* Additional requirements cover Health, Safety, Environment and Security responsibilities, professional behaviour, and compliance with the Civil Service Deal.


Security, Eligibility and Sponsorship

* Due to immigration rules, MOD sponsorship is limited to skilled workers for business-critical roles; this vacancy does not qualify for visa sponsorship under the points-based system.
* Open to UK nationals; successful candidates will undergo security checks and merit-based assessment.
* There is a six-month probation period for external hires to the Civil Service.
* There are mandatory pre-employment checks and declarations of outside interests; potential conflicts will be managed as part of the selection process.


Benefits and Other Information

* Salary: £29,580 with employer contributions of £8,569 to the Civil Service Defined Benefit Pension scheme; details of civil service pension benefits are available.
* Benefits include flexible working options, inclusion and diversity initiatives, and a Civil Service pension with an employer contribution of 28.97%.
* Relocation expenses are not offered. Travel to interviews is not reimbursed. Some pay-related allowances may be reviewed.
* Childcare vouchers are not available for moves to MOD from another employer; Tax-Free Childcare may be applicable.
* Smoking policy is in place across the Defence working environment; some exemptions apply per local guidance.
* We may assess your application against Behavioural and Technical Skills using Success Profiles; evidence will be requested on the CV and a 500-word Statement of Suitability.


Assessment and Selection

During the selection process, we will assess behaviours such as Communicating and Influencing, Making Effective Decisions, Seeing the Big Picture, Managing a Quality Service, and relevant Technical Skills such as Engineering Competency 1.2 – Eliciting User Requirements (Awareness).
