Following our international expansion, we are building a next-generation AOR and EOR offering that enables clients to operate compliantly and at scale in an increasingly complex global landscape. We are looking for a Portfolio Manager who can start from this market opportunity turning it into a globally scalable service and product. And then move to other services and products. Someone who combines strategic thinking with commercial instinct and knows how to build, validate and scale propositions in complex environments. Your impact You will start with leading the creation of a global Agency of Record and Employer of Record proposition from the ground up. From early market discovery to validated pilots and scaled rollout, you will define how this offering is built, positioned and brought to market. This is not a traditional service design role. You will operate at the intersection of strategy, commercial model design and pridyct development, shaping a proposition that must work across multiple regions, regulatory environments and client segments. You will identify where we can win, define how we differentiate, and translate that into a compelling and commercially viable service. Your work will directly influence how we expand internationally and how clients navigate workforce complexity across borders. Working across Product, Legal, Compliance, Operations, Finance and regional leadership, you will bring clarity and direction in an environment where not everything is defined yet. You will set the foundation for a scalable, compliant and high-impact global service, while Product Managers translate your direction into platform delivery. And this service is just the start! What will you do? Own the end-to-end development of our services starting from AOR and EOR proposition, from market discovery to launch and continuous iteration Analyse global market dynamics, including competitors, regulatory complexity and market sizing to define where and how we win Identify and validate client needs, buyer personas and opportunity spaces across regions and industries Define the commercial model, pricing logic and partnership strategy required to scale internationally Design the end-to-end service blueprint and client journey across multiple markets Define high-level platform and capability requirements in close collaboration with Product teams Lead client discovery and pilot programmes, embedding continuous feedback loops from validation through to scale Ensure the proposition is operationally feasible, legally compliant and financially viable through close alignment with key stakeholders Drive alignment across global and regional teams, ensuring consistency while enabling local execution About HeadFirst Group & Impellam Group HeadFirst Group operates at the centre of the international talent market, supporting organisations in sourcing and managing external workforce solutions. Location & Application This role is ideally based in London and the UK, reflecting the international scope and stakeholder landscape. The Netherlands (Hoofddorp) is an alternative location. What we expect from you You are a strategic product and proposition leader who thrives in ambiguity and knows how to turn complexity into clarity. You have experience building and scaling services in international environments and are comfortable operating at senior stakeholder level. You combine strong commercial thinking with structured problem solving and are able to move from insight to execution without losing momentum. In addition, you bring: Proven experience in product strategy, service design and value proposition development Experience in workforce solutions, HR tech, global payroll, contractor management or cross-border employment models Strong commercial acumen with the ability to translate market insights into scalable business models Experience working closely with Product Managers and cross-functional teams in complex organisations Strong stakeholder management and influencing skills at senior level Experience working in ecosystems involving partners, vendors and regulatory stakeholders Analytical mindset with experience defining success metrics and making decisions under uncertainty Excellent communication and storytelling skills in English Additional advantages Direct experience with AOR and EOR models Experience building propositions across multiple international markets Familiarity with compliance, payroll or workforce regulation landscapes Interested?
